Bills have been introduced in Washington, which address issues affecting your daily practice and adversely impacting patient care. The Improving Access to Medicare Coverage Act and the Medicare Audit Improvement Act represent opportunities for case managers to voice concerns related to observation status/the three-day stay requirement and the CMS Recovery Audit Program (formerly RAC). Over the coming months, you will periodically receive email calls to action regarding these issues, which contain a link to ACMA's online Grassroots Action Center. You can also learn more and make your voice heard anytime at www.acmaweb.org/action. Please take a few moments and contact Congress to request support of these bills. ACMA has already provided a message to help you get started — simply customize/add your personal experience, sign your name and send. One click, it's that easy. CMS update: Probe and educate reviews
Centers for Medicare & Medicaid Services
CMS will conduct pre-payment reviews of home health claims for episodes beginning on or after Aug. 1, 2015. CMS contractors will conduct these reviews using a Probe and Educate strategy through an end date to be determined. The purpose of this Probe and Educate process is to ensure that HHAs understand the new patient certification requirements. Because home health episodes have a 60-day certification, CMS anticipates the first documentation requests will be sent on or about Oct. 1, 2015.

The 2015 National Hospital Case Management Survey results are in
ACMA
The 2015 National Hospital Case Management Survey final report is now available. Every two years, ACMA conducts an extensive survey to produce 95 percent confidence level data. ACMA randomly selects hospitals from the acute care setting across the United States to participate in this survey, and collects data from more than 400 hospitals.

More than 75 data elements are included in the final report including average case loads, salary ranges and scope of services/functions. Survey data is used by members in organizations nationwide for benchmarking, resource justification and practice improvement.

ACMA thanks those who participated in the Survey — your responses allow us to provide you and your colleagues in case management with valuable data and metrics specific to your daily practice.

The Survey results are available in the Members Only section of the ACMA website under the "Resources" tab.

CMS proposes 1st major update to Medicaid and CHIP managed care regulations

Recently, the Centers for Medicare & Medicaid Services proposed to modernize Medicaid and Children's Health Insurance Program managed care regulations to update the programs' rules and strengthen the delivery of quality care for beneficiaries. This proposed rule is the first major update to Medicaid and CHIP managed care regulations in more than a decade.

Healthcare industry can't get no (patient) satisfaction

Even as the healthcare industry puts an increasing emphasis on customer service, a new report from the American Consumer Satisfaction Index finds that overall patient satisfaction has dropped. The ACSI uses data culled from the more than 70,000 consumer interviews it conducts annually to score industries on a scale of 0 to 100. The healthcare sector overall scored a 75.1 in 2015, a 3.2 percent decrease from its 2014 score, which means patient satisfaction is at its "lowest level in nearly a decade," according to the report.

States consider teaming to support cash-strapped health exchanges

With federal funding for the state-run health insurance marketplaces expiring, California and Oregon are looking into the possibility of combining efforts into a multi-state exchange. New York and Connecticut have also held preliminary talks. Meanwhile, Republicans discuss White House negotiation tactics in case the Supreme Court rules the federal exchange subsidies illegal. And that is not the only question before the justices that could impact healthcare policy.

HHS awards $112 million to help doctors fight heart disease

The grants will be used to create regional groups of experts to help smaller medical practices. News outlets also report on other public health issues, including new evidence about umbilical cord care after birth, concerns about college students and tanning beds, some doctors' reluctance to order colon cancer screening and new efforts to fight Alzheimer's disease.

AHA urges Congress to reject efforts to relax physician self-referral restrictions

AHA urged Congress to reject legislation aimed at loosening current restrictions on the growth of physician-owned hospitals. "Physician self-referral is the antithesis of competition," AHA Executive Vice President Rick Pollack wrote leaders of the House Ways and Means Committee. "It allows physicians to steer their most profitable cases to facilities they own — facilities that often call 9-1-1 to handle their emergencies and are frequently located in the most affluent areas."
