CMS launches 'dry run' test of overall hospital quality star ratings

The Centers for Medicare & Medicaid Services today launched a "dry run" test of its proposed star rating system for overall hospital-level quality. The test, which runs through Aug. 17, allows hospitals to ask questions and provide feedback, which may contribute to refinements of the methodology before overall star ratings are posted on the Hospital Compare website next year. Each hospital will receive a Hospital-Specific Report, which includes its star rating results and the measures used to calculate them.

Housing for homeless patients could cut inappropriate ER use, readmissions

Hospitals should prioritize housing for homeless patients to prevent inappropriate emergency care and unnecessary readmissions, according to a Health Affairs blog post. Patients without stable housing are far more likely to seek care in emergency rooms, have longer hospital stays and more frequent readmissions, write Kathy Moses and Rachel Davis, senior program officers at the Center for Health Care Strategies.

PCORI awards funding for second phase of clinical research network

The Patient-Centered Outcomes Research Institute awarded $142.5 million in funding to 34 research networks to participate in the second phase of its National Patient-Centered Clinical Research Network. The expanded PCORnet includes 13 Clinical Data Research Networks, which involve two or more health care systems, and 21 Patient-Powered Research Networks, run by groups of patients and their partners.

Pediatric quality survey tool captures inpatient care experience

Although hospitals often survey adult inpatients and family members about their hospital experience as a measure of care quality under the Hospital Consumer Assessment of Healthcare Providers and Systems, it's been difficult to capture information about the experience at children's hospitals because until now there hasn't been a publicly available standardized measure to collect, evaluate and share information about children's hospital experience.

Despite gains in advance directives, study finds more intensive end-of-life cancer care

Conversations about end-of-life care are difficult. But even though most people now take some steps to communicate their wishes, many may still receive more intensive care than they would have wished, a study this month found. The study, published online in JAMA Oncology, examined survey data from the Health and Retirement Study, a national study of U.S. residents older than age 50.

GAO: 17 percent of low-income, uninsured adults have behavioral health condition
AHA News
An estimated 3 million low-income, uninsured adults have a serious mental illness and/or substance use condition, according to a new report from the Government Accountability Office. That's about 17 percent of low-income, uninsured adults, with estimates by state ranging from 6.9 to 27.5 percent, GAO said. About half of these adults live in states that had not expanded Medicaid to low-income adults as of February, the agency said.

Feds: 7.5 million paid an average penalty of $200 for not having health insurance

About 7.5 million Americans paid an average penalty of $200 for not having health insurance in 2014 — the first year most Americans were required to have coverage under the Affordable Care Act, the Internal Revenue Service said. By contrast, 76 percent of taxpayers checked a box indicating they had qualifying insurance coverage all year. Counting another 7 million dependents who were not required to report their coverage but also filed returns, the proportion rises to 81 percent, the IRS said.
