Draft bill proposes counting observation stays for SNF coverage, limiting RAC oversight

Hospital observation stays would count toward establishing Medicare eligibility for post-acute services, under comprehensive reforms in a new draft bill from the House Committee on Ways and Means. The Hospitals Improvements for Payment Act of 2014 proposes a new hospital prospective payment system to be in place by fiscal year 2020. Its goal is to address problems with how short stays are reimbursed.

Hospital groups urge Congress to avoid any further ICD-10 delays
In a letter today to congressional leaders, the AHA and six other organizations representing hospitals voiced their strong support for the Oct. 1, 2015 transition to the ICD-10 coding system and urged Congress to avoid any further delays in the implementation date. "Recent ICD-10 implementation delays have been disruptive and costly for hospitals and health systems, as well as to health care delivery innovation, payment reform, public health, and health care payment," the organizations wrote. "...ICD-9 is outdated and ICD-10 is needed to keep up with advances in medicine and ensure accurate payment." After several delays, most recently to comply with a provision in the Protecting Access to Medicare Act of 2014, the Department of Health and Human Services in July issued a final rule requiring health care providers and other entities covered by the Health Insurance Portability and Accountability Act to begin using ICD-10 diagnosis and procedure codes on Medicare and other health care claims on Oct. 1, 2015.

CDC issues pandemic flu planning exercise
The Centers for Disease Control and Prevention today released a tabletop exercise to help communities and health care stakeholders test their ability to manage a surge in patients during a flu pandemic. The “Pan Flu Scramble” aims to help communities address Hospital Preparedness Program and Public Health Emergency Preparedness and response capabilities, and identify potential gaps in resources and services associated with surge management. House committee examines healthcare fiscal priorities

The House Energy and Commerce Committee's Subcommittee on Health held a hearing on healthcare fiscal priorities. Witnesses included Mark Miller, executive director of the Medicare Payment Advisory Commission, who was asked about MedPAC's recommendations for redesigning Medicare benefits and for site-neutral payment for certain hospital and physician office services.
