PRESIDENT'S MESSAGE

Strong response to the latest Pentagon plans for military resale:

The most recent Pentagon budget strategy to reduce commissary funding by $1 billion over the course of three years has drawn a sharp response from the military patron base. In addition recent comments from the Chairman of the Joint Chiefs that there is no plan to close commissaries offers no relief. The benefit is subsistence and household goods at cost ... not on the back of the patron. Eliminating the subsidy is akin to closing the stores because the benefit will go away. We see through this smoke screen and have increased our presence in the halls of congress to make sure our elected officials are aware of what is going on here.

The latest bomb-shell proposal from Washington aims to drastically scale back the Commissary benefit Stateside. The military Commissary system is a widely popular benefit to the community. It sells grocery items at cost plus 5 percent mark up to cover operational expenses and operates on a nonprofit basis. It does not have to keep jacking up prices to satisfy a Wall Street quarterly earnings report. We need more ethically operated stores like the military Commissary system in our communities, not less.

A coalition of companies that vowed in 2011 to hired 100,000 veterans within a decade has made its goal seven years early, recently announcing that 117,439 former service members have since been provided jobs. The group, calling itself the 100,000 Jobs Mission, has now promised to double its target to 200,000 veterans job by 2020, according to the announcement.

Ayotte tweaks proposal to repeal military pension cuts

Sen. Kelly Ayotte, R-N.H., is trying to win over Democrats to back her proposal repealing $6 billion in military pension cuts. Ayotte recently said she was tweaking her proposal to offset the $6 billion pension cuts, which does so by preventing illegal immigrants from claiming the additional child tax credit.

Agreement reached on plastic bag ban
The Associated Press via San Jose Mercury News
Legislators in California recently reached a deal that may lead to a ban on plastic grocery bags used at supermarkets, liquor stores and pharmacies throughout the state by 2016. The agreement requests that $2 million go to loans and grants to help bag manufacturers retrain employees to create a new reusable bag with the smallest environmental footprint possible.

Study cites keys to prepared food success

Military Community Mobilizes to Fight Commissary Cuts

As you all know, Military.com broke the news last week that the DoD FY15 budget includes a major cut to commissary funding. The Coalition responded that, "The military community will fight this devastating cut to their earned commissary benefit." The military community is stepping up to do just that.

The American Legion reacted quickly by sending out a press release last Friday, January 24th entitled, "Legion strongly opposes threat to military commissaries"
"The leader of the nation's largest veterans service organization says he is incensed by a threat to the survival of military commissaries – the U.S. military's grocery stores..."
The Legion's release was picked up by many media outlets and The Washington Post followed up with a blog article entitled, "American Legion warns military may lose most commissaries"

The Legion's legislative director reached out to the Coalition to offer any assistance in protecting the commissary benefit. He communicated that his leadership is very committed to fighting this fight, and with their 3 million members are a force to be reckoned with.

Military.com also reported that the military community is mobilizing its efforts, "Vet Groups Vow to Fight Commissary Cuts." Several of our Coalition Valued Associates were quoted in the article, as was the Keep Your Promise Alliance who have been vocally opposing the cuts to retirement COLA and feel, "the commissary budget cut plan represents just another situation in which the needs and wishes of military families are being ignored."

Coalition and Valued Associate Advocacy and Actions...

Many of our Valued Associates, and the military and veterans community as a whole, have alerted their members to this very real threat to their earned commissary benefit. Although DoD continues to message that they have "no plans to close military commissaries" the DoD FY 15 budget has been reported to include a plan to drastically cut commissary funding over the next three years. At the very least, the commissary would have to raise prices, and the military community would lose their 30% savings - amounting to a cut in pay for veterans, and all active duty and retired military families. The Coalition will continue to drive home this message.

The Coalition launched another Call to Action Alert to our members this week:

Dear Coalition Member:

Like you, our hearts were lifted when we heard the President believes commissaries are an important benefit of military life and that closure of these stores: "is not how a great nation should be treating its military and military families."

Then we were concerned by reports that the Pentagon was considering closing all stateside commissaries.

Now we are angry to hear the Department of Defense has proposed a plan to drastically cut the 1.4 billion annual commissary funding by 1 billion over the next three years – with overseas and remote stateside locations exempt, all other commissaries are on the chopping block.

President Obama said: "We can do better than that." We can and we must!

Closing commissaries would be another broken promise to our military community – as you fight to keep your hard earned benefits from falling one by one! Commissaries are a critical part of military pay and compensation. They help military families make ends meet, and are one of your most valued earned benefits.

Closing commissaries would also mean the loss of jobs for thousands of military family members, veterans, wounded warriors, and persons with disabilities – employment the President and First Lady have so consistently fostered. Closing commissaries would also limit healthy food choices on military bases, which runs counter to the First Lady's and DoD's program for healthy eating.

We realize these are tough economic times, and that sequestration and shrinking budgets are forcing the Pentagon to make drastic decisions. But commissaries have stepped up to the plate and made their fair share of reductions in costs over the years, and provide taxpayers a tremendous return on their investment. Singling them out for outright closure just doesn't make sense.

The President asked for a review of military compensation and retirement, and Congress created a commission to do just that. Why would they not insist this commission be allowed to do their job? Why would they let DoD cut commissary benefits before they have had a chance to be thoroughly reviewed?

We know the President and the First Lady care for our military families because they have said so – time and time again. We know many in Congress honor your service and want to protect your hard earned military benefits.

Our troops and their families fight the good fight everyday for our nation, now we all must call on our elected officials to fight the good fight for them!

Please don't allow commissaries to close and another hard earned military benefit to be taken away!

Wal-Mart fund to support US manufacturing

William S. Simon, chief executive of Wal-Mart for the United States, recently said at the United States Conference of Mayors that the company was providing a $10 million fund to promote American manufacturing in a public push to sell more American-made products. The fund, to be distributed over five years, will award grants for new manufacturing processes and help to encourage such projects in this country, a company spokeswoman said.

Convenience stores account for 34.3 percent of all US retail outlets

The U.S. convenience store count increased to 151,282 stores as of Dec. 31, 2013, a 1.4 percent increase from the year prior, according to the 2014 NACS/Nielsen Convenience Industry Store Count. Convenience stores account for 34.3 percent of all retail outlets in the United States, according to Nielsen, which is significantly higher than the U.S. total of other retail channels including drug stores, supermarket/supercenter and dollar stores.

Report: FBI warns of more retail data breaches

The FBI has reportedly issued a confidential report to U.S. retailers warning that more cyber attacks like the ones recently suffered by Target and Neiman Marcus will occur. According to Reuters, the three-page report was distributed Jan. 17 and informs retailers that the FBI has discovered in the past year there have been at least 20 attacks using the same type of malware used against Target.

Sears closing downtown Chicago store

Sears plans to close a store in the Loop section of downtown Chicago in April 2014. Target to try small

Like its mass-merchandise rival Wal-Mart Stores Inc., Target Corp.is jumping on the "Express" bandwagon. This July, Target will test a new store format, TargetExpress, in Minneapolis near the University of Minnesota campus. On Sunday, Feb. 2, the convenience store retailer will offer special deals on pizza and chicken wings right in time for the biggest football game of the year. "7-Eleven will have delicious, hot pizza for take-out before, during and after the game, whether your team is winning or losing," said Kelly Buckley, 7-Eleven vice president of fresh food innovation. "Customers can choose their pizza variety, and we'll bake it fresh for you, on the spot anytime, day or night."

The state of the minimum wage

President Barack Obama recently called on Congress, business owners and local representatives to take action to raise the wage floor across the country. He asked Congress to get on board with a Democratic proposal to raise the federal minimum to $10.10 per hour. But he also urged everyone from companies to small businesses, mayors, governors and state legislators not to wait for Congress.

This discounted rate will be offered through 5pm eastern, Feb. 12, 2014, or until the ALA room block fills. Hotel rooms are reserved on a first come, first served basis and attendees are encouraged to make reservations as soon as possible for best availability.

Government/Military Partner Reservations:
The Government Per Diem room block secured by ALA is reserved for those persons employed by AAFES (The Exchange), MCCS, NEXCOM, CGES, VCS, DOD or DeCA. The Marriott will require proper ID upon checking in. To reserve a room at the GPD rate, please complete the GPD Hotel Reservation Form and return it to ALA no later than COB Feb. 10, 2014. Reservations will be made on a first come first served basis and, once the GPD block is full, ALA cannot guarantee that a reservation at the GPD rate will be available.

Cancellation Policy:
Cancellation requests must be submitted in writing. Cancellations received by Feb. 3, 2014, will receive a full refund. Cancellations received between Feb. 4-21 will be subject to a $250 processing fee. No refunds will be issued for cancellations received after February 21st or for "no-shows". Cancellation refunds will be processed by original method of payment. All refunds will be processed post-meeting and mailed directly to the individual on the registration form. Cancelled registrations may be transferred to individuals within the same company, upon written request. Cancelled registrations may not be transferred to another ALA meeting. Any cancellations resulting due to a family or medical emergency must be submitted in writing by within three days of the start of the meeting to receive a refund.

Physical fitness complex nears opening

A new, $18 million physical fitness complex is slated to open in the Gate 10 area, March 15. Under construction since early 2013, the two-level facility will become the largest of its type at Fort Campbell, with nearly 75,000 square feet.
