PRESIDENT'S MESSAGE


The Defense budget maze — with so many things going on, let's set the table:

We have been flooded with a world of acronyms, impacts from sequestration, on-again, off-again furloughs, threatened store closings, the collateral damage from the hiring freeze, known reviews and shadowy study undertakings and budget reviews all of which could have a lasting impact on the military resale system.

Is there any way to layout what is going on isn't an understandable time line? Because we all have a boss we have to explain it all to and we are supposed to know the answers, even if no one else does, so here goes.

It is fiscal year 2013 and we are in the middle of a budget that has been passed very late in the form of a massive government-funding bill. This funding bill reduced the overall levels for Defense and it has created pressure on the budget. The shortfalls in this overall funding bill didn't address the automatic budget cuts from sequestration, which was set in place by earlier law — the Budget Control Act of 2011. Sequestration reductions are across the board in the federal government. But we are only concerned about the portion that applies to DoD. The initial estimate was that the implementation of sequestration would result in a 9.2 percent reduction across the board on DoD with the exception of programs that were exempted. As we reported earlier this was a potential $155 million cut to DeCA with $130 in appropriated fund and $25 million in surcharge.

DeCA was originally going to cover this cost primarily with travel restrictions, hiring freezes, and furloughs of its civilian workforce of 22 days beginning in April 2013. Various funding maneuvers within DoD provided some relief and now DeCA is looking at furloughs for 14 days beginning in July. DeCA announced that they would close one day a week to manage these furloughs. Now, Defense officials are seeking ways to further mitigate the effects of the budget and reduce the number of furlough days. The jury is still out on this as we are waiting on the outcome of other DoD budget maneuvers that could further reduce furlough impact.



The most immediate impact is coming from the DeCA hiring freeze. This has a cumulative effect on military families since DeCA is a prime employer and the military are in the heart of PCS season. Here, we see some store staffing levels well below what is required, in some cases, 70 percent of required staffing. ALA is working with and Congress to get some relief in this critical area.

There would also be impacts on the exchanges because of reduced base support and overseas transportation funding. This is a double-edged sword for exchanges because exchanges need to backfill any cuts with earnings and therefore diminished ability to recapitalize their facilities and technology systems. And, the cuts put more pressure on dividends as MWR programs are cut and more exchange earnings are required to mitigate these cuts.

For FY14 the president's proposed a budget for DoD that fully funds DeCA and has no known negative impacts to military resale. We take this as a positive sign in that the administration has continually voiced support for quality of life programs and stepped up for them in this budget. In addition, military resale is at the heart of several key White House initiatives, In particular the first lady's Joining Forces initiative and the DoD's Healthy Base Initiative. So support for military resale would seem to be consistent with what the White House says is important.

The Senate and the House mark up their fiscal year 2014 defense budget bills in early June. The President has requested that sequester be done away with and did not submit a budget that takes the sequester into consideration. It's unclear at this point whether Congress will fund DoD at the higher non-sequestered level or the sequestered level that chops out some $50 billion. In this case, we will move again into the cycle net year of threatened furloughs and commissary store closures. (There's a glimmer of light on the horizon, however, as revenue projections. Goldman Sachs has lowered their estimates of the deficit both this year and next, on the back of higher-than-expected revenues and lower-than-projected spending. Analysts started the year projecting that the deficit in the current fiscal year would be about $900 billion. Earlier this year, they lowered the estimate to $850 billion. Now they have lowered it again, to $775 billion. If the overall deficit numbers continue to drop, this may provide maneuvering room for defense budget relief.)

Now we come to a series of ongoing reviews that are principally focused on FY15 but could direct earlier changes. Here is where we need to go through some acronyms. The first is Strategic Choices and Management Review (SCMR) that was announced by the Secretary of Defense in April. It has a broad based review template and includes a focus on personnel costs and overhead structures. It is ongoing. This is being run by the Cost Assessment and Program Evaluation or CAPE. This is a group headed by a political appointee that reports directly to the Secretary of Defense and his Deputy. This is largely a DeCA budget drill and as far as we know, exchanges are unaffected. The report to the Secretary of Defense is due May 31.

Another overarching review that will take place this year will be the Retirement Modernization and Compensation Commission that will look at all elements of military pay and benefits including commissaries and exchanges. A sub-group of that Commission is the Quality of Life Committee that will compile information on programs including the military resale benefits. This report is expected to be complete next year.

While these reviews are going on there is a reduction review project that has been given DeCA in the form of a Resource Management Directive (RMD). These are usually initiatives to look at resource options when you are building your budget in some instances they specify target levels for the budget. DeCA received just such a Directive and it specified two options. First, develop a budget with a 5 percent reduction and submit that program in May; next look at sustaining OCONUS commissary operations with a budget reduction of up to 33 percent (not more but total so 5 percent plus 28 percent). This is an unconstrained review so the answer can come in the form of several options. One is the current business model and another could be an alternative universe where the rules are different. The second part of the assignment is due in July but must be submitted in time to allow CAPE to take a look at it. As we speak, DeCA is developing options and socializing them with the Quality of Life Committee and the Commissary Operation Board.

In summary, while there are trains on many tracks involved in reviews, they are all expected to arrive at the station at some point this summer where they will be part of the discussions for the compensation model of the future and in particular the foundation for the 2015 budget. It is our position that DeCA is part of the solution for the compensation model of the future and not part of the problem. We believe that DeCA must share in the efficiency drive within DoD but should not be singled out and cut disproportionately compared to other DoD programs. DeCA has already returned over $700 million in savings from its consolidation and continual focus on efficiency. The recently completed economic analysis demonstrated this clearly. Finally, if DeCA is fully funded in the FY14 budget and is a key supporter of key administration programs, why is there a Resource Management Directive looking for a 33 percent reduction in FY15?

It also is our position that exchange earnings come from the pockets of the patrons and are designed for a specific purpose — recapitalizing the exchanges and funding base MWR programs. These funds should continue to be used for the purpose intended and not diverted to cover legitimate readiness or base operations taxpayer obligations. We hope this helps layout what is a very dynamic set of events that are taking place in the budget world. We continue to work diligently to engage and educate key decision makers about the importance of the military resale programs.

Lawmakers seek details of possible sequester cuts to defense budget next year

White House sees room to maneuver on budget cuts

White House officials believe they may have found a bit more wiggle room to prevent about $4.9 billion of cuts to several agencies' budgets this year, two congressional aides briefed on the matter said. The biggest beneficiary appears to be the Pentagon, which might receive an additional $3.7 billion. The State Department and Department of Homeland Security are among a handful of agencies that also would receive more money. The agencies would still face cutbacks, but the reductions wouldn't be as deep as previously estimated.

Study: Credit, debit comprise 60 percent of dollar sales

Dollar General to hold May 18 job fair in Independence

Retailers wage war against long lines

Supermarket giant Kroger Co. is winning the war against lengthy checkout lines with a powerful weapon: infrared cameras long used by the military and law-enforcement to track people. These cameras, which detect body heat, sit at the entrances and above cash registers at most of Kroger's roughly 2,400 stores. Paired with in-house software that determines the number of lanes that need to be open, the technology has reduced the customer's average wait time to 26 seconds. That compares with an average of four minutes before Kroger began installing the cameras in 2010.

Limited's plans for 2013 include four outlet stores

AAA fuel gauge report: Gas prices end 61-day streak of declines
Convenience Store News
After 61 consecutive days of declines, the national average price for a gallon of regular gasoline has risen to $3.52. This is two cents more expensive than a week ago, but still nine cents less than one month ago and 26 cents less than a year ago, according to the AAA Fuel Gauge Report. It is also 27 cents below the peak 2013 price to date of $3.79 posted on Feb. 27.

Senate approves Internet sales tax proposal

The Senate recently approved a long-anticipated Internet sales tax proposal, moving the legislation one step closer to enactment and paving the way for shoppers to pay sales tax on the majority of online purchases. The so-called Marketplace Fairness Act would allow the 45 states (and the District of Columbia) that currently charge sales taxes to require large online retailers to collect tax on purchases made by their residents. The law would only apply to online sellers that have sales of at least $1 million in states where they don't have physical operations, like a store or a warehouse.

Mobile becomes key to consumer finances

Despite lingering security concerns, consumers are becoming incredibly comfortable with their smartphones — and all manner of mobile transactions. As new research shows, a full 75 percent of consumers are just as comfortable accessing financial accounts from their mobile device as they are from their desktop computer. As a result, 72 percent of consumers now use banking apps (or access a banking website with their mobile gadget) at least once a week, while 56 percent report using a credit card app (or mobile website) every week.

AAFES economic engine worth 1 billion annually to Dallas
Dallas Mayor Mike Rawlings and the Army & Air Force Exchange Service's Senior Vice President of Strategic Plans and Partnerships Mike Immler discuss economic development opportunities at a City of Dallas "Grow South" event. The Exchange spent more than $575 million with local businesses in Dallas last year. This, combined with an annual payroll of $187 million, means the Exchange’s economic impact to the city is nearly $1 billion annually.

Each year, Fisher House Foundation prints and distributes a large poster that acknowledges those DeCA trading partners whose donations make the Scholarships for Military Children Program possible. The poster is displayed in all commissaries, worldwide. Copies of the poster were distributed to donor companies at the Commissary Roundtable in Richmond or were mailed to each company. Family and morale, welfare, and recreation is set to treat spouses like celebrities. Little is known of the sacrifices made by America's home front heroes, military spouses. During the week of May 6 to 10 Joint Base Myer-Henderson Hall's Family and Morale, Welfare, and Recreation organization intends to shine a light on those sacrifices and honor the Family members who serve right along with the service members. Military Spouse Appreciation Day is May 10, but FMWR will celebrate these husbands, wives and partners during the whole week.

Monterey Presidio's temporary-stay facility to be operated by hotel group

The first place where hundreds of thousands of service members stayed when they first came to Monterey was recently turned into a Holiday Inn Express. The two temporary-stay lodges on the Presidio of Monterey, built in the 1950s and 60s, will now be operated by the InterContinental Hotels Group.
