President's Message


S277 update:

We have an update on S.277, "Caring for Camp Lejeune Veterans Act," the Senate bill to provide support to those impacted by contaminated water at Camp Lejeune by directing the consolidation of the military resale system and the elimination of appropriated fund support by 2015. The bill passed the full Senate Veterans Affairs Committee and appeared on its way to the Senate floor. ALA took immediate action in light of this proposal and engaged congressional staff and key members of the Military Coalition — an association of associations consisting of beneficiary groups like the National Military Families Association and the Military Officers of America Association. This immediate engagement and awareness campaign by us and others like the Armed Forces Marketing Council educated and informed congressional members and staff of the draconian impact of such a proposal, and how it would disenfranchise the military and their families to pay for a veteran's issue no matter how important it might appear. Steve Rossetti has been heavily engaged with congressional staff and the staff from Chairman Joe Wilson's office to provide information to assist in their efforts to fight this proposal. House Armed Services Committee staff and staff from Wilson's office have engaged the Senate Veterans Affairs Committee staff. Wilson is personally meeting with Sen. Richard Burr, R-N.C., (sponsor of the bill) to discuss the impact and options. Rossetti is engaging the House Veterans Affairs Committee and Burr's Senate Veterans Affairs Committee to inform them of the impact of this proposal. We feel at this point that the message has been communicated and understood and that S277 has lost momentum to the point that it will not be introduced in its current form, but the fact remains that consolidation and elimination of appropriations was proposed and they did not dream it up. Different consolidation and funding reduction proposals keep percolating up, and we are continuing our efforts across the board to ensure the benefit lands on its feet during these tough and volatile budget times.

Our strategy is to continue to put pressure on this issue so we can clearly establish the importance of these programs and the efficiency and effectiveness of their operations. We have worked with the congressional staff to put together a letter to be signed by as many members of Congress that we can muster, addressed to Secretary of Defense Leon Panetta, stressing the importance of these programs and foundation of a public/private partnership that has developed a system that is a model of efficiency for DoD.

The House recently approved a bill providing the Pentagon with about $650 billion next year but, in the end, did not have the stomach to cut significant funding for U.S. operations in Libya, Afghanistan or Pakistan.

The bill provides:
  • Funding for a 1.6 percent military pay raise.
  • $32.2 billion for the Defense Health Program.
  • $5.9 billion to purchase 32 F-35 jets but includes no money for an alternate engine.
  • $453 million for production of the M1A2 SEP Abrams tank. Members rejected White House efforts to temporarily cease production of the tank and provided $272 million more than Obama requested.
  • Approximately $10 billion for missile defense programs.
An amendment that would prohibit prisoners currently held at Guantánamo Bay, Cuba, from being transferred to the United States was adopted as well as one that would prohibit the use of funds to implement a training curriculum for military chaplains related to the repeal of the "don't ask, don't tell" policy.

The House also adopted a series of amendments aimed at boosting spending for research on post-traumatic stress disorder, traumatic brain injury, prostate cancer and illnesses affecting veterans of the first Gulf War.

Next action: The Senate Defense Appropriations Subcommittee is still holding hearings related to their version of the defense spending bill. Because the Senate has not adopted a fiscal 2012 budget resolution that would set top-line spending limits, most of their work will remain on hold.

Just four years ago, at the height of the fighting in Iraq, the military services were having a hard time meeting their recruiting goals. There was talk of the Army breaking and the nation not having enough fighters to conduct its wars. Now as a sign of the times with jobless rates at record highs, more sailors are staying in the military, forcing the Navy for the first time ever to fire petty officers. In August, the Navy will convene a board to review cases of 16,000 sailors and eliminate 3,000 positions, about 1 percent of the force. More

Despite a clear understanding of how many fruits and vegetables they should be consuming on a daily basis, a survey of some 1,300 Midwesterners reveals that nearly 6 out of 10 feel they just aren't eating enough produce. Of those respondents with children, 48 percent said that, by comparison, their children eat more fruit than other children and roughly 35 percent said their children eat about the same as others. Clean Energy Fuels Corp. plans to open 150 liquid natural gas fueling stations at Pilot Flying J Travel Centers throughout the United States, according to CNBC. In what Clean Energy is calling "America's Natural Gas Highway," the fueling stations are intended to provide a lower-cost, low-carbon American alternative to the diesel fuel that's derived from foreign oil. FTC to review dealers' treatment of troops

The U.S. Federal Trade Commission will examine whether dealerships try to exploit military personnel and their families in the second of a series of public roundtables on dealer practices. The roundtable will take place Aug. 2-3 in San Antonio, the FTC said in a statement on its website. Roundtable topics include "motor vehicle sales and financing issues pertaining to military consumers, fair lending and financial literacy," the statement said. More

Starting in July, the Exceptional Family Member Program is standardizing and streamlining the process for delivering respite care to eligible families in need of support. The EFMP is a mandatory enrollment program that works with other military and civilian agencies to provide comprehensive, coordinated community support, housing, educational, medical and personnel services to families with special needs. It is focused on helping these families find the support and care needed to ensure all their members can thrive. More
