PRESIDENT'S MESSAGE


The loss of a friend:

Former Democratic Rep. Ike Skelton, 81, passed away Monday, Oct. 28, 2013 at Virginia Hospital Center, Arlington, Va., surrounded by family and friends.

Ike Skelton was born Dec. 20, 1931, in Lexington, Mo., the son of Isaac Newton Skelton, III and Carolyn Boone Skelton. Ike married Susan Anding in 1961, she preceded him in death in 2005. He married Patricia Martin of Lexington in 2009. Ike was elected prosecutor in 1956 for Lafayette County, before being elected to the Missouri State Senate in 1970 where he served six years before being elected to congress. He served 17 terms, beginning in 1976, in the U.S. House of Representatives and was the former chairman of the House Armed Services Committee. After his government service he joined the national Kansas City-based law firm of Husch Blackwell. He worked for the firm in both Kansas City and Washington, D.C.

Ike was instrumental in helping to build up Missouri's two military installations, Whiteman Air Force Base and Fort Leonard Wood. Among his civic activities, Skelton was a presidential appointee to the American Battle Monuments Commission, which is in charge of U.S. military resting places overseas, and the World War I Centennial Commission, which is planning next year's activities marking the 100th anniversary of the start of that war. Skelton had been elected chairman of the Centennial Commission. Skelton was honored at West Point in 2012 with the Sylvanus Thayer Award, presented to "an outstanding citizen whose service and accomplishments in the national interests exemplify the Military Academy motto, 'Duty, Honor, Country.'"


Skelton had three sons with his first wife, Susan Anding, who died in August 2005. In 2009 he married Patricia Martin of Lexington, who survives along with his sons, U.S. Navy Capt. Ike Skelton V, and wife, Elena, Lexington, Mo., U. S. Army Colonel James Skelton and wife, Lexington, Mo., Anita and Harry Page Skelton and wife, Caroline Chapel Hill, N.C.; Brothers, John B. Skelton, Bradenton, Fla., and James P. Skelton, Warrensburg, Mo.. There are five grandchildren.

Funeral services will be 2 p.m., Monday, Nov. 4, in Wikoff Hall at Wentworth Military Academy, Lexington, Mo. Burial in Machpelah Cemetery, Lexington with Military Rites. Visitation will be from 2 to 8 p.m., Sunday, Nov. 3, at Wentworth Military Academy Grondyke Hall.

In addition, any members of the Mic-O-Say or Freemasons are invited to be with the family at 1:30 p.m. on Sunday, Nov. 3, at Wentworth Military Academy. There will be a visitation with the family for dignitaries and members of the delegation from Washington from noon to 1:30 p.m. on Monday, Nov. 4, 2013 at Wentworth Military Academy Grondyke Hall.

Forbes, Hanabusa take up Asia-Pacific oversight
Bi-partisan HASC team to explore key issues

Recently, at a media roundtable, Rep. Howard P. "Buck" McKeon, R-Calif., and Rep. Adam Smith,D-Wash., respectively Chairman and Ranking Member of the House Armed Services Committee, unveiled a slate of oversight activities focused on the "AsiaPacific Rebalance." The oversight effort will be led by Rep. Randy Forbes, R-Va., Chairman of the Seapower Subcommittee and Rep. Colleen Hanabusa, D-Hawaii.

Speaking on the agenda ahead, Rep. Forbes said, "I want to thank Chairman McKeon for the opportunity to lead this important effort with my friend and colleague, Rep. Hanabusa. Although it is often said, it is worth repeating: U.S. policy towards the Asia-Pacific remains a truly bipartisan effort. I understand there are a variety ofperspectives on the region and the long-term security role our Nation should play there. I can say with confidence there is a broad consensus at a strategic level to continue the now seven-decade old project to maintain a stable balance of power in the region. What this series will explore are some of the operational and tactical-level questions that concern our future posture in the region. What shape should our naval posture and presence look like? What role will the Army and Marine Corps play? How should our allies contribute and what are the limitations to cooperation? I look forward to exploring these questions and more as we begin this process."

Rep. Hanabusa added, "The Obama administration has recognized that strategically, economically and diplomatically, the Asia-Pacific region will provide our greatest challenges and opportunities going forward. It is time for Congress to devote more of our resources and energy to providing leadership in this arena. All of us, particularly those on the Armed Services Committees, have a responsibility to consider the long-term demands on our military power. This series aims to enhance the understanding of Asia-Pacific Security issues for both our colleagues in Congress and the general public."

This oversight series includes a broad mix of hearings, closed briefings, and other committee engagements. The Committee will reach out to solicit views from former PACOM officials, regional ambassadors, and respected thought leaders on U.S. defense posture in the Asia-Pacific. Highlights of planned hearings are listed below. The events are expected to take place between now and early 2014 and include:
  • 2013 Report to Congress of the US-China Economic and Security Review Commission
  • DOD's Rebalance To The Asia-Pacific
  • Responding to PLA Space Capabilities (Joint Seapower and StrategicForces Subcommittees)
  • Asia Pacific Maritime Disputes (Seapower Subcommittee)
  • Responding To PLA Naval and Aerospace Modernization (Joint Seapower and Tactical Air Land Subcommittees)

A nutritional rating system using gold stars affixed to price labels on grocery store shelves appears to have shifted buying habits, potentially providing another tool to educate consumers on how to eat healthier, according to a new study. A new implementation guideline for leveraging GS1 global standards for traceability business processes in the dairy, deli and bakery supply chain was released by the International Dairy-Deli-Bakery Association, the International Dairy Foods Association and GS1 US. The guide was developed with input from industry stakeholders to provide best practice recommendations to help dairy, deli and bakery manufacturers, exporters, wholesalers, suppliers, distributors, retailers, food service operators and service providers improve product traceability processes by leveraging GS1 Standards.

For the first time, FDA addresses pet food safety

For the first time, the Food and Drug Administration is taking steps to make animal feed and pet food sold in the United States safer. A new proposed rule aims to protect all animal foods from disease-causing bacteria, chemicals and other contaminants. Under the rule, manufacturers will be required to develop procedures to prevent food-borne illness. For the first time, manufacturing facilities would have to follow proposed good manufacturing practices to address issues like sanitation. They will also have to have plans in place to correct any problems.

Join Save Our Benefit

A concern for protecting the military resale benefits need not only rest with those who can use them. Being a member of the Save Our Benefit website is open to anyone who is concerned about those military resale activities. If you aren't a member PLEASE sign up.

During the recent shut down of the commissaries and subsequent reduction in customer traffic in the Exchanges ALA energized our SOB members to send emails to the Department of Defense and many did so. At least a thousand emails were sent. So many, that along with the letter the ALA sent and the impact of the many emails caused DOD to rethink their decision and they reopened the commissaries. The value of the ALA and the Save Our Benefit members definitely impacted the Department of Defense. If we all hadn't taken this action there is no telling how long the Commissaries would have been closed.

Who knows what will happen next. We need everyone to sign up and become a member of the Save Our Benefit Website. The more members we have the more of an impact we can make in combating the poor decisions DOD makes which effect the valuable military resale system. The information below will guide you in your sign up process.

In the wake of the government shutdown, stateside commissaries were closed for nearly a week. Previous shutdowns allowed commissaries to remain open — making this action unprecedented. However, you answered our Call to Action in record numbers to urge their reopening. Your efforts helped make a difference and we thank you!

Unfortunately, the government shutdown, declining budgets, and continued sequestration are forcing the Pentagon to make tough choices. Proposals have been made to eliminate the taxpayer funding for commissaries, close stateside stores, raise prices, and reduce services. You could lose your earned benefit for good!

If you do not want your commissary to close again, or possibly even see a reduced Exchange footprint we need your help!

Tell Us Why Your Benefits Are Important – Decision makers in Washington need to hear from you. Please share your concerns with us, outlining how important your commissary and exchange benefits are and how it will impact you if they are taken away. Your stories will be used when we testify before Congress later this month.

Send a Letter to the Secretary of Defense – Thank the Secretary of Defense for reopening commissaries and urge him to protect your earned benefits from future budget cuts.
