Compensation commission begins work with focus on family programs:
Child care, Military OneSource, commissaries, exceptional family member programs and health care were among the top priorities named by representatives of family support organizations who spoke today at the first public hearing of the Military Compensation and Retirement Modernization Commission.
Commissioners asked some pointed questions of the first panel as they delved into the priorities and needs of military families. The nine-member commission is charged with reviewing the entire spectrum of the military compensation and retirement systems.
In remarks to the audience before the hearing, the commission's chairman, Alphonso Maldon Jr., said he wanted to set some rumors to rest.
"I want to make sure everyone understands that the primary purpose of this commission is not to come out and balance any kind of budget on the backs of veterans," he said.
Asked by Maldon to identify quality-of-life programs that are essential to readiness, Joyce Raezer, executive director of the National Military Family Association, listed child care, Military OneSource, commissaries and the exceptional family member program. She specifically did not list health care, she said, because NMFA considers that an "essential" benefit, not a "quality-of-life" benefit.

Vivian Greentree, director of research and policy for Blue Star Families, said that based on military families who participated in that group's online survey, the top concerns are pay and benefits, spouse employment, education and effects of deployment on military children.
Maldon, who served as assistant secretary of defense for force management policy from 1999 to 2001, said the goals and recommendations of the commission are aimed at ensuring the long-term viability of the all-volunteer force; providing a high quality of life to service members and their families; and ensuring there is fiscal sustainability for compensation and retirement programs.
Six of the nine commissioners attended the first family panel public hearing.
"I and my fellow commissioners understand that these programs are essential to the success of the services' efforts to recruit and retain quality service members," said Maldon.
The commission is reviewing a large number of programs and services provided by various agencies across the government — not only the Defense Department, but also the Veterans Affairs, Labor and Education departments. The congressionally mandated commission is required to finalize its work by May.

Kroger could grow by building stores, not just buying them

Kroger Co. will look at growing by building its own stores just as much as buying them, CEO David Dillon told a group of investors and analysts on Wednesday at the company's investor conference. "We look at M&A (mergers and acquisitions) as one of the vehicles we can use to go into new markets and one of the vehicles that can add fill-in," said Dillon.
Kraft removing artificial dyes from some mac and cheese
When SpongeBob SquarePants skips onto shelves in boxes of Kraft Macaroni & Cheese next year, he may be a little less, well, yellow than your children are used to. Kraft has revamped its character-shaped product line for 2014, according to company spokeswoman Lynne Galia. The new versions will have six additional grams of whole grains, be lower in sodium and saturated fat, and will use spices instead of artificial food dyes to recreate the pasta's famous yellow-orange color.
Grocers will say products are what help them stand apart from their competitors. Obviously, designers have a different take on this. Increasingly, they say it is not the products that make or break a retailer's appeal to consumers but rather the way the store looks, along with proprietary merchandising, advertising and in-store consumer experiences. With the help of designers, retailers are leaning on aspects such as local relevancy, community ties and partnerships with farmers and brands, not to mention using design themes and construction materials indigenous to an individual store's region.

Kmart to roll out lease-to-own program later this month

Mass merchandiser Kmart is planning to roll out lease-to-own financing at stores around the country this holiday season, the Sears Holdings-owned chain recently said. The retailer began testing the program in mid-October and plans to make it available in all stores by Nov. 22. Customers will be able to take home items priced at $150 and more for no credit, including appliances, mattresses, furniture, lawn and garden equipment, consumer electronics, service plans and others.

Although new regulations regarding required menu labeling and calorie information are expected to be released soon, writing the rules was more complicated than expected, according to a report by The Hill. While the law requires the FDA to mandate calorie labels at restaurants, vending machines and "similar retail food establishments," determining which establishments count as similar is the most complicated step, according to the report.

Sam Adams Pub opens at Fort Bliss' Centennial Club
