Stateside or internationally, military exchanges provide conveniences of home to U.S. Armed Forces members.
Today, there are more than 2 million men and women serving in the U.S. Armed Forces, both civilian and military. They serve in cities and towns across the United States, as well as more than 100 countries spanning the globe. In all, there are five branches of the U.S. Armed Forces — Air Force, Army, Coast Guard, Marines Corps and the Navy — and each has its own mission. One thing they have in common, however, is serving those who serve.

An important aspect of serving their members is providing them access to the comforts and conveniences of home. To this end, the different branches operate retail "exchanges" whose store portfolios range from convenience stores to big-box outlets.

Each branch runs its c-stores under the umbrella of an exchange, which includes other retail outlets as well. There are approximately 636 c-stores in the military portfolio currently. The lineup includes Marine Marts, CGXpress stores, NEXCOM mini marts and AAFES Express locations.

Industry awaits the results of the DeCA Branding Study:

Many of us recall the call we received from a consulting group brought on to develop a new DeCA "Brand" and the sometimes multiple interviews we went through to assist the research effort for this important effort. We now understand the report is complete and has been presented to DeCA. This week the ALA Board of Directors requested a briefing on the study results as well. It is the desire of the Board and the members companies of the ALA to fully participate in any evolving strategies and recommendations that are a result of this effort. Obviously a great deal of time, energy and expense was put forward in this effort and the sooner its recommendations can be shared and socialized the better the strategy moving forward can be crafted. At this point we have not received a response from DeCA leadership.

What the Budget Deal means for military resale
The Budget deal that was recently announced by the Chairmen of the House and Senate Budget committees provides some relief to the Department of Defense but DoD's budget problems are far from over. DoD asked for $527 billion for fiscal year 2014 (that began in October). The total sequester would have provided $475 billion — about $52 billion short of what DoD said it needed. Now, the current budget deal would restore about $22 billion for fiscal year 2014, leaving DoD well short of what it requested by nearly $30 billion. The bill also would provide $9 billion to the DoD for the fiscal year that begins in October of 2014.

The good news is that the deal increases Defense funding but the bad news is that it locks the Defense funding into a far lower number than Defense had budgeted for and said that it needed. Because the deal only partially restores some of the cuts mandated by the Budget Control Act (sequester), we expect continued pressure on commissary and exchange appropriations. The Administration is building its 2015 budget that it will submit to the Congress in February. As part of this review, they are looking at all areas of the budget including cuts ranging from eliminating distributions funding or closure of stateside commissaries and reductions in the levels of funds used to exchange support such as overseas transportation and local base support for exchange support services.

The $22 billion in funding increases for fiscal year 2014 reduces but does not eliminate the likelihood of furloughs of civilian workers in 2014 as much of the $22 billion in new funding authority will be used for operating funds that pay civilian workers in DoD. While furloughs are a possibility, they are less likely with the added budget authority. The predictable funding stream provided by the budget deal means that DeCA will not experience store closures due to a Government shutdown notwithstanding the continued live option that DoD is considering regarding closing stores to save money.

Also, the Defense appropriations and authorizing committees had marked up the 2014 bills to a higher level — The House needs to find $25 billion in savings and the Senate needs to find $32 billion to meet the funding targets set by the budget deal.

The budget deal being considered also uses cuts to military pensions to pay for part of the cost of the deal. This is troubling because it marks the willingness of the Congress and the Administration to raid compensation as a bill-payer in other areas.

Meanwhile, the fiscal year 2014 Defense authorization bill is moving through the process and the House and Senate are using a legislative maneuver to try and get this funding and policy bill done before they recess for the year. The appropriations committees will start to move now that they have their funding allocations from the overall budget deal.

The Coalition sent a Letter to the Editor in response to the Military Times survey this week:

Attention Military Times Editors,

Initially we were pleased to learn you are conducting a survey of your readers asking, "What would you do without military commissaries?"

Although the majority of your questions are straightforward, one of your questions is extremely misleading. You ask participants if they would accept the closure of some commissaries. The choices were — a consolidation with exchanges to preserve some savings, a promise not to diminish other benefits, keeping commissaries open at large or isolated installations, or some sort of voucher.

You do not provide participants an opportunity to say "leave my commissaries alone, find saving elsewhere." This is disingenuous and skews the results of your survey. Surveys should not have a particular bias but this question leads us to believe yours does.

If given a real opportunity to express their concerns, we believe military families will tell you that commissaries are one of their most valuable earned benefits and they should be protected not consistently undermined. Unfortunately, your survey does not provide this venue. Military families wishing to express their concerns will need to do so on their own, which many of them have already done.

We have asked our members to reach out to President Obama, who said it best at Camp Pendleton this past August when commissaries were closed due to government furloughs, he said:

" ... the commissary your families rely on closed a day a week. We can do better than that. That's not how a great nation should be treating its military and military families."

Dollar General grocery poised to challenge Wal-Mart

American Eagle to open about 40 international stores in 2014

American Eagle Outfitters Inc. recently said it will open about 40 new stores overseas next year after inking three multi-store agreements to expand in developing markets. The teen-clothing retailer said it signed licensing agreements with Grupo David Enterprises and Grupo Comercializadoras to open stores in Central and South America, and with Pacifica Lifestyle Co. for stores in Thailand. The brand currently has licensed stores in 12 countries around the world.

Kohl's to extend holiday hours from Dec. 20

Kohl's Corp. said it plans to keep its stores open for 100 straight hours starting Dec. 20 and running through Christmas Eve, in the final stretch of a heated competition between retailers to attract shoppers in the key holiday season. The retailer said this is the first time it will keep its doors open for a 100-hour span, starting at 6 a.m. on the Friday before Christmas and running to 6 p.m. on Tuesday, Dec. 24. Chief Customer Officer Michelle Gass said the move provides customers with the convenience of shopping day or night.

Retail dollar volume growth up 9 percent over Thanksgiving/Black Friday

Survey: Significant amount of additional shopping before season ends

The discount chain store recently said its fiscal third-quarter profit rose 14 percent as foot traffic improved and shoppers spent more per visit. Comparable same-store sales were up 4.4 percent.

NEX Wallops Island, Va., held a grand opening for its new store. The store moved from its previous location across the base into the Surface Combat Systems Center building. The new 650-square-foot store features fresh food and a coffee bar as well as new products such as sports nutrition and Navy Pride. The store also incorporates the new NEX branding. The new location is averaging $500-700 in daily sales, up from an average of $50 at the previous location.

Government/Military Partner Reservations:
The Government Per Diem room block secured by ALA is reserved for those persons employed by AAFES (The Exchange), MCCS, NEXCOM, CGES, VCS, DOD or DeCA. The Marriott will require proper ID upon checking in. To reserve a room at the GPD rate, please complete the GPD Hotel Reservation Form and return it to ALA no later than COB Feb. 10, 2014. Reservations will be made on a first come first served basis and, once the GPD block is full, ALA cannot guarantee that a reservation at the GPD rate will be available.

Cancellation Policy:
Cancellation requests must be submitted in writing. Cancellations received by Feb. 3, 2014, will receive a full refund. Cancellations received between Feb. 4-21 will be subject to a $250 processing fee. No refunds will be issued for cancellations received after February 21st or for "no-shows". Cancellation refunds will be processed by original method of payment. All refunds will be processed post-meeting and mailed directly to the individual on the registration form. Cancelled registrations may be transferred to individuals within the same company, upon written request. Cancelled registrations may not be transferred to another ALA meeting. Any cancellations resulting due to a family or medical emergency must be submitted in writing by within three days of the start of the meeting to receive a refund.

With increasing pressure to slash spending, and the prospect of a new base closure round uncertain, the military needs to find new ways to shave its installation expenditures. At the ADC Defense Policy Forum, BRAC/Alternatives to BRAC, held Nov. 12, key thought leaders from DOD, Congress, communities and the private sector proposed a variety of ideas for reducing the department's excess infrastructure and facility costs, including reinventing the BRAC process, increasing reliance on communities to provide on-base services, redefining the installation of the future and partnering more closely with host communities to support economic development.
