Bob Chiarelli plans progress reports on LTEP, to increase transparency

Ontario Energy Minister Bob Chiarelli told the APPrO conference on Nov. 19, that he is planning to implement a new form of reporting in the power sector. When the LTEP is released in a few weeks from now, it will include new requirements for annual reports prepared by the IESO. The reports will provide updates related to targets identified in the LTEP, and be intended to improve transparency for stakeholders and the public.

Long term energy plan update: What's in store for Ontario power sector?

In light of the anticipated release of Ontario's new long term energy plan near the end of November, we wanted to provide a summary of our colleague George Vegh's paper, Energy Planning: The Case for a Less Prescriptive Approach, George is the head of McCarthy Tétrault's energy regulatory practice. The paper provides an analysis of the discussion paper and data released by the Government of Ontario on the 2013 LTEP. It compares this year's plan with previous planning exercises, and proposes a less prescriptive approach to electricity planning.

New regional planning web pages launched in Ontario
Ontario Power Authority
The Ontario Power Authority (OPA) is providing a more informative and interactive look into the regional planning process in the province, with a newly enhanced and user-friendly section of its website. The regional planning section now includes interactive maps illustrating Ontario's 21 electricity regions, with separate web pages for each active regional plan study. Status updates and materials related to the plans in each region are also available and will continue to be updated.

Court of appeal allows offshore wind claim to proceed on narrow grounds

In March of 2013, the Ontario Court of Appeal (ONCA) heard Trillium Power Wind (TPWC) appeal from the decision of the Superior Court of Ontario to strike its claim against the province of Ontario. Recently, the ONCA released its decision in Trillium Power Wind Ontario (Ministry of Natural Resources). TPWC is a Toronto-based developer interested in building offshore wind turbines in Lake Ontario.

Energy East pipeline to face Ontario scrutiny

The Ontario government appears to be taking a page out of Britsh Columbia's oilsands pipeline handbook and asking, "what's in it for me?" Provincial Energy Minister Bob Chiarelli announced that he is asking the Ontario Energy Board to consult citizens of the province and prepare a report on the potential benefits and drawbacks of TransCanada Pipelines' proposed Energy East Pipeline. The regulator's report will be used to inform the Ontario government's testimony at the National Energy Board yet to be announced hearings into the Energy East project.

The HESOP Municipal Stream Program Rules has been amended to require all applicants to complete a Municipal Participation Project Declaration in the prescribed form as part of the application. Please ensure that you are using the latest version of the prescribed form, which can be downloaded from the HESOP Website. Please also note that section three of the application form has been amended to include additional questions regarding the connection of the project. Please ensure that you have downloaded the latest version of the application form from the HESOP website.

Manitoba and Saskatchewan announce $100 million power sale
Government of Manitoba
The Manitoba and Saskatchewan governments today announced a deal for SaskPower to purchase an additional $100 million of electricity from Manitoba Hydro over the next eight years. "With Saskatchewan's economy growing fast, demand for electricity has been increasing at more than twice the historical average," said Minister Responsible for SaskPower Bill Boyd.

Alterra completes acquisition of 62-MW Jimmie Creek hydropower plant

An agreement with General Electric will give renewable energy developer Alterra Power 100 per cent ownership of the 62-MW Jimmie Creek hydropower project, a company statement said. Alterra announced that it had signed development agreements with the Klahoose First Nation for the run-of-river plant's construction, giving Jimmie Creek a projected completion date of August 2016.

Massive new solar farm puts Canada in elite club

Who doesn't crave a little sunshine, especially this time of year? Certainly those involved in building out Canada's biggest solar project to date, and what will be one of the largest solar power generation farms in North America. Unveiled recently as part of what's called the Grand Renewable Solar Project in Haldimand County on the north shores of Lake Erie and along the Grand River, the farm, when up and running in the spring of 2015, will produce 100 megawatts of energy a year — enough to power about 17,000 homes.

FirstEnergy pumping $2.8 billion into transmission upgrades

FirstEnergy plans to invest an additional $2.8 billion over four years to expand its previously announced Energizing the Future transmission initiative. According to the company, the main focus of the initial construction effort will be the 69 kV transmission power lines and substations in the Ohio Edison, Cleveland Electric Illuminating, Toledo Edison and Penn Power areas.
