Obama Proposes New Muni Bonds for Public-Private Investments
President Barack Obama is proposing a new class of municipal bonds to spur private investment in U.S. infrastructure projects. The program, called Qualified Public Infrastructure Bonds, wouldn’t expire, and there’d be no cap on issuance, the administration said in a statement Friday. The debt also wouldn’t be subject to the Alternative Minimum Tax, which limits the tax benefits and exemptions that high-earning individuals can claim.
Obama, Congress Agree on Infrastructure Need, if not Fix
President Barack Obama and the Republican-controlled Congress he addressed Tuesday night agree they need to fix the country’s infrastructure funding problem before the money runs out on May 31. But so far, they’ve found little agreement on how to get there.
Cuomo Outlines Infrastructure Plan, Including $1.3 Billion for Thruway, $750 Million for State Bridges, Roads
Gov. Andrew Cuomo rolled out his infrastructure plan recently which includes investments in New York City-airports and downstate public transportation, but also sets aside funds for projects that would benefit the upstate region. Under Cuomo's proposal, the state will invest $1.3 billion in the state Thruway system and $750 million for the state Department of Transportation to make bridge and road improvements.
Unshackle Upstate (New York) Proposes $3.5 Billion Infrastructure Bank, Extending Design-Build
New York has $5 billion in bank settlement money to spend and one pro-business group has some ideas on how they should invest it.
Unshackle Upstate released a report last week with five proposals on how the state should invest in infrastructure improvements, including the creation of a $3.5 billion infrastructure bank and extending design-build authorization.
Biden to Announce Water Infrastructure Spending Push
Vice President Biden will announce a trio of new federal initiatives designed to spur new infrastructure spending to upgrade the nation’s drinking and waste water systems. The programs, which Biden will announce following a tour of the Anacostia River Tunnel Project — a massive underground tunnel that will store storm water in an effort to clean up the capital’s notoriously polluted rivers — are the latest effort in a push by the Obama administration to help facilitate local and private spending on infrastructure projects.

New York's design-build law has been heralded as a cost-cutting and time-saving tool to help spur road and bridge projects across the state over the past few years. But state lawmakers failed to renew the design-build legislation during the 2014 legislative session and the law expired at the end of December, leaving its fate uncertain going into 2015.

Penn Health System Picks Development Team, "Starchitect" for Hospital Expansion

The University of Pennsylvania Health System has selected a team to help it construct a new hospital tower and, in another step forward, has issued a request for proposals for the demolition of Penn Tower. The health system has retained L.F. Driscoll and Balfour Beatty Construction to oversee the building of the new Hospital of the University of Pennsylvania facility.
McCarthy and Project Team Build New Medical Center Tower in Fullerton, California

The design-build team of Ladue-based McCarthy Building Cos. Inc. — along with Petra Integrated Construction Strategies of La Palma, California, and Taylor Design of Irvine, Calif. — completed construction of the St. Jude Medical Center Northwest Tower in Fullerton, California.
New I-395 Bridge Getting Head Start in Miami
Major improvements to I-395, including a new "signature" bridge, are to begin earlier than planned. The Florida Department of Transportation has moved up its schedule and a call for bids could go out this year. Construction might begin by late 2016.
