The U.S. Department of Transportation's Federal Highway Administration announced more than $705.7 million in emergency relief funds to help 34 states, as well as American Samoa, Puerto Rico and the U.S. Virgin Islands, make repairs to roads and bridges damaged by storms, floods and other unexpected events…More than a fifth of the total amount provided today—about $153 million—will be used to pay for repairs to damage caused by Hurricanes Harvey, Irma and Maria. There are also funds directed toward other severe weather recovery efforts, including the wildfires in California.
Nearly a dozen stakeholders representing local governments and the freight and commuter sectors on Feb. 7 urged a House transportation panel to identify a sustainable source of funding for an infrastructure bill. As the panel prepares to craft legislation, lawmakers agreed infrastructure policy should top their priorities this year. Yet, they continue to differ on a way forward for ensuring the sustainability of the dwindling Highway Trust Fund. The idea that former Transportation Secretary Ray LaHood told the Transportation and Infrastructure Committee to consider is increasing and indexing the fuel tax by about 10 cents. Doing so, LaHood argued, would bring immediate revenue into the trust fund while other funding alternatives, such as tolls, gain greater acceptance.
The Hunters Point Library is an exaggerated case of an endemic problem of delays and cost overruns at the Department of Design and Construction, which oversees many of the city’s capital projects…"They put out 10 reforms, and each of them is critical," said Carlo Scissura, the president and CEO of the New York Building Congress who was also supportive of the plan. He pointed to the issue of change orders, modernizing the procurement process and the implementation of a design-build, rather than design-bid-build, approach as crucial aspects of the plan to reform the agency.

The Dodge Momentum Index rose 4.7 percent in January to 157.7 from the revised December reading of 150.6. The Momentum Index, issued by Dodge Data & Analytics, is a monthly measure of the first report for nonresidential building projects in planning, which have been shown to lead construction spending for nonresidential buildings by a full year. January's increase reflected similar gains for the two components of the Momentum Index—institutional building, up 5 percent; and commercial building, up 4.6 percent. The January increase essentially reverses December's decline, and brings the overall Momentum Index back to November's level.
American Airlines and British Airways have committed $344 million to renovate and expand Terminal 8 at John F. Kennedy International Airport, Gov. Andrew Cuomo's office announced today.

The City of Chicago through its Chicago Department of Aviation, invites the submission of Statements of Qualifications for Design Build Services which includes engineering, design, permitting, construction, testing and commissioning services for the implementation of the project titled "South Airfield Detention Consolidation." The Project consists of the expansion of the South Detention Basin, the hydraulic connection between the interception of the drainage system currently outflowing to the Central Basin and the backfilling of the Central Basin. The Project will be subject to multiple requirements including, but not limited to, those associated with being located within an operating airfield, environmental and permitting, and providing adequate storm drainage protection for the Airport facilities at all times. The connection from the interception of the tributary drainage system at the Central Basin to the South Basin will be through a shallow soft ground tunnel.

The Missouri Department of Transportation at a recent news conference announced plans to replace 12 bridges and rehabilitate seven others along Interstate 44 in Southwest Missouri…Springfield-based Emery Sapp and Sons was the contractor selected for the project, and the company plans to work with Parson's Transportation Group, of Washington, D.C.; Civil Design Inc., of St. Louis; Lochmueller Group, of St. Peters; and Dan Brown and Associates, of Sequatchie, Tennessee.
To meet an aggressive schedule on a 563,000-square-foot specialty hospital complex in Rockford, Illinois, the natural way forward for Mortenson Construction was to integrate technology into every step of the process. The AECOM-designed, six-story Mercyhealth Javon Bea Hospital and four-story Physician Clinic-Riverside opened last month after just 28 months of construction. From the earliest stages of the $505 million project, a drone was used to choreograph the movement of material and labor around the site, Joel Jacobson, told Construction Dive.
Fiber-reinforced polymer composites, high-performance concrete and other innovative materials and technologies appear to be fulfilling their promise to reduce infrastructure maintenance and life-cycle costs, and cut construction time, according to a recently released Transportation Research Board consensus study. Commissioned under the FAST Act of 2015, the study analyzed the performance of nearly 400 construction and repair projects in 20 states from 1999 to 2005 as part of the Federal Highway Administration's Innovative Bridge Research and Construction Program.

The U.S. Green Building Council has released its newest version of the LEED green building program, LEED v4.1, for registration for both new construction projects as well as interior spaces.
While "fulfillment centers" and other e-commerce logistic facilities drive a hot market for the manufacturing sector, traditional construction methods such as tilt-up concrete panels are being pushed to ever-greater heights. At a recent project in Tulsa, Oklahoma, contractor Clayco oversaw installation of tilt-up composite panels that reached 81 feet in height, using an unusual brace and a lot of careful pre-planning.
