Transportation is now the fastest-growing design-build sector in the United States, with transportation design-build projects doubling in the past five years, both in quantity and value of projects. DBIA is excited to announce our initiatives for expanding upon this growth in transportation throughout 2015. With new research out of the Florida Department of Transportation (FDOT), and a growing consensus around design-build’s value among transportation industry executives, DBIA is working hard to expand knowledge of design-build best practices within the transportation industry.

DOT Chief Pleads to Congress for Boost in Transportation Funding
The Hill
Transportation Secretary Anthony Foxx pushed lawmakers in the Republican-controlled House to pass a long-term bill to boost U.S. infrastructure funding for the first time in nearly a decade. Foxx told members of the House Transportation Committee, "Our country is too great to allow our infrastructure to fall apart."

Hundreds of supporters looking to raise public awareness of issues impacting New York's infrastructure are expected in Albany today as Rebuild NY Now hosts a Rally and Lobby Day event. In addition to state lawmakers, guest will include Michael Elmendorf, president and CEO of Associated General Contractors of New York, Heather Briccetti, president and CEO of the Business Council of New York State, and Jay Simson, president of the American Council of Engineering Companies of New York, among others.

Kansas Lawmakers Rebel Against Gov. Brownback Plan to Use Highway Money

Kansas lawmakers bucked Gov. Sam Brownback’s plan to use highway cash to fill a massive budget hole. A key House budget committee scaled back Brownback’s plan to divert nearly $500 million from highways over two years into other programs in the budget, including one that subsidizes air fares in Wichita.

Mabey's System 160 Speeds Repair on 101-Year-Old Tunnel
Mabey Inc.
An historic tunnel in Richmond California needed rehab on its concrete lining, surface, joints and chemical grouting due to cracks on the 101-year-old Dornan Drive Tunnel. During inspection, it was discovered that structural failures at the tunnel lining were a focus of the rehab project. The tunnel liner was arched and would require a custom form built to support the liner while they filled the 163 square foot void with concrete grout. The contractor was having trouble coming up with a solution to safely support the tunnel while repairs were made. That is where Mabey came in…see the solution here.

Panel Approves $7.8 Billion for Amtrak
The Hill
The House Transportation and Infrastructure Committee quietly approved nearly $8 billion in funding for Amtrak. The measure calls for spending approximately $1.7 billion annually over the next four years on the rail service, a slight increase from the present level of funding.

Virginia House Approves Overhauling Road Funding Formula, P3 Process

A two-bill package halfway through the Virginia statehouse would reform state laws that cover the state’s transportation funding formula and public-private partnerships, or P3s. Virginia Transportation Secretary Aubrey Layne said the changes called for by Gov. Terry McAuliffe would “improve reliability in how funds are distributed” and “restore integrity” to the state’s P3 process.

Georgia Senate Committee Approves P3 Bill

State agencies and local governments could turn to the private sector to help finance and construct public buildings under legislation that cleared a Georgia Senate committee recently. Senate Bill 59 would expand the state's use of public-private partnerships beyond highway projects to vertical construction.

Caltrain Board Authorizes Electrification Design-Build RFP

Caltrain's board recently authorized the release of the design-build request for proposals (RFP) for the Peninsula Corridor electrification project. To be released later this month, the RFP is the next critical step in the design and construction of the $1.5 billion project to electrify the railroad's system.

There are a lot of professionals out there in the building and design world that try to create a design-build relationship, but end up modifying it, or mutating it as I call it, in an effort to try and get as close to the benefits of design-build without actually doing it. There are also many construction companies that say they do design-build, but end up giving the delivery method a bad name due to the lack of properly delivering the project utilizing the method. Let’s take a look at the pure definition of design-build and discuss what that means to the Owner, Contractor and the Designers.

FDOT Study Finds Significant Cost and Time Savings with Design-Build Project Delivery
According to a recent internal study conducted by the Florida Department of Transportation (FDOT), the design-build project delivery method provides significant cost and time savings as compared to the traditional design-bid-build delivery method. The study examined FDOT contracts from 2008 to 2012 that were valued between $30 million and $70 million, a group of contracts that included 11 design-build contracts and 47 design-bid-build contracts. Looking in particular at a $55 million, 814-day design-build project, the study found that the use of design-build results in a total cost savings of $6.4 million and a total time savings of 656 days.

Just two months earlier, riots had devastated dozens of American downtowns in the wake of Martin Luther King Jr.’s assassination. AIA members wanted to know what had happened, and how they could help. But Young, then the president of the National Urban League, offered far more condemnation than comfort.

Can It Be True That the U.S. P3 Transportation Projects Are Gaining Momentum?

The American Society of Civil Engineers (ASCE) estimates that more than $2 trillion dollars are needed to rehabilitate and expand America’s existing transportation infrastructure. In its annual national infrastructure rating, the ASCE graded America’s aging transportation infrastructure with a grade of D (“poor”). The Federal gasoline tax, which has historically provided the majority of funding for road, highway, bridge and tunnel projects, has not increased since 1993. Additionally, the distance driven by motor vehicles has been declining since 2004, leaving an even greater gap between the cost required to fix America’s infrastructure and the monies available to do so. Public construction spending is just over 1.5 percent of GDP — the lowest share since 1993.

Swinerton Builders Colorado completed construction of the Douglas County Justice Center expansion project in October—the dedication of our design-build team stands apart in defining the project’s success. After 10 months of design overlapping with 19 months of construction, the Douglas County Sheriff’s Department now has a Special Management Infirmary Pod to treat inmates with medical and mental health issues. The expansion project also features a renovated booking and administration area which composes a more efficient and safer area for employees as well as a new two-story parking structure for employees and visitors—all within 180,000 square feet.

Crews Work to Extend Carolina Bays Parkway

Despite a lengthy delay, crews in Horry County, S.C., are making steady progress extending Carolina Bays Parkway (SC 31) from SC 544 to SC 707, just north of Moss Creek Road. A distance of roughly 4 mi. (6.4 km), the project is a new location, multi-lane freeway facility with a grassed median that will include a bridge over the Atlantic Intracoastal Waterway and interchanges at SC 544 and SC 707. The bridge is a high-level, fixed span bridge 3,632.5 ft. (1,107.2 m) in length, with a navigational clearance of 65 ft. (19.8 m).

Contract Awarded to Build Lake Barkley Span
The Courier-Journal
The award of a contract to build a new bridge over Lake Barkley, the second of the much-anticipated twin Lake Bridges in the tourism-rich Jackson Purchase of Western Kentucky, has been announced by Gov. Steve Beshear. The $128.3 million project, awarded by the Kentucky Transportation Cabinet to PCL Civil Construction, of Denver, will result in a modern, four-lane bridge to carry U.S. 68/Ky. 80 over Lake Barkley and serve as the eastern entrance to Land Between the Lakes National Recreation Area.

King County Council Approves Contract for Construction of Children and Family Justice Center

The Metropolitan King County Council today unanimously adopted legislation approving the contract to build the new Children and Family Justice Center in Seattle's Squire Park Neighborhood. The Design Build contract with Howard S. Wright, a Balfour Beatty Company, HOK, and Integrus Architects is the next step in the voter-approved replacement of the aging facilities located at 12th Avenue and East Alder Street.

U.S. Contractor to Design-Build Saudi Air Base Unit

U.S.-based contracting company Gilbane has been appointed for a $166 million design-build construction project at King Khalid Air Base for the Royal Saudi Air Force by the US Department of Defense. The work will see a new Air Force Life Cycle Management Centre built as a joint effort between the U.S. Air Force and the Royal Saudi Air Force to support the modernization of a fleet of F-15SA aircraft that are present at the base. The work will see some new facilities built, others renovated and more demolished, with accompanying infrastructure upgrades.
