One of the most important ways owners manage the risk of achieving success in a project is selecting a design-builder who is best suited to perform the work. To determine the best design-build fit, owners must design a procurement process that is focused on finding the right team for each project. DBIA's new standard form of RFQ/RFP and the accompanying Guide will assist owners with understanding the issues owners should consider and decisions owners need to make to create a procurement process that is most likely to lead to a successful project. The new DBIA Standard Form of Request for Qualifications and Request for Proposals and RFQ/RFP Guide are available in our bookstore at DBIA.org.

Driving down system cost, Siphonic Horizontal pipe installed dead level, NO Pitch. Smaller diameter pipe generates cost savings and reduction in consumption of raw materials. Pipe routing controlled by the designer, not impacted by restrictions of pitched pipe. Less Ponding creates safer roof designs. High efficient roof drains reduce the number of drains and roof penetrations. System performance videos available. READ MORE

Governor Chris Christie announced a $400 million infusion of funds Tuesday to fix bad bridges, repair roads and improve NJ Transit infrastructure. The announcement was praised by experts for its good intentions, but criticized for lacking specifics, including where the money was coming from. Officials said details are coming. In his budget message, Christie proposed the $400 million "to address bridge deficiencies and the state of good repair for roads in all 21 counties." Christie said funds would be spent to "expedite" technology enhancements and other infrastructure improvements for NJ Transit.

Virtually everyone agrees we need to fix the nation’s aging infrastructure. But there’s a fierce debate underway about how we should pay for it: by raising taxes, turning to private investment, or simply borrowing more money.
The Photo News
Last Sunday in the state DOT building by the Harriman tolls, Gov. Andrew Cuomo announced that the $150 million reconstruction of Woodbury Transit and Economic Development Hub would be completed by 2019 rather than by 2024.
A bill that could change the face of the state’s prisons will return to the Senate Judiciary Committee Tuesday. It will likely leave in a less ambitious form. But Sen. Cam Ward, R-Alabaster, the bill’s sponsor, said last week he was still negotiating what stays.
Traffic Technology Today
The Texas Department of Transportation (TxDOT) has presented its 10-year, US$70bn Unified Transportation Program (UTP) to the Texas Transportation Commission, detailing the project funding plan that is aimed at enhancing safety, reducing congestion, improving connectivity, and maintaining the state’s massive highway system.
Experts say California’s Oroville dam crisis demonstrates the life-and-death urgency of federal spending to upgrade aging dams. But there are doubts about whether President Donald Trump will agree.
The U.S. Air Force has selected 11 companies to compete for delivery orders to design, build or engineer facilities and infrastructure for the military branch under a potential five-year, $950 million contract.
Healthcare Design Magazine
Infrastructure Ontario (IO) and the Centre for Addiction and Mental Health (CAMH) have awarded a fixed-price contract to Plenary Health CAMH to design, build, finance and maintain the CAMH Phase 1C redevelopment project in Toronto. The contract is valued at approximately $685 million.
Building Design + Construction
Winners were selected in categories such as wood school design, commercial wood design, wood in government buildings, and green building with wood.
Collaborative, powerful and intuitive, app-enabled smartphones and tablets have quickly become essential job site tools across the construction industry. Between 2012 and 2016, the number of construction pros who said mobile technology wasn’t mission critical to business plummeted from 40.1 percent to 20.7 percent, according to the annual Construction Technology Report conducted by JBKnowledge.
While that still leaves one in five AEC workers suspect of the mobile-optimized job site, the numbers are dwindling, and for some, the fully paperless, productivity-enhanced working environment provided by construction mobile apps (and related software) can’t come soon enough.
So whether they are materials that the lab builds custom to test or something they cut directly out of a highway, they materials are tested to determine how they will "wear" if they are deployed. Researchers use varying punishing test such as advanced accelerated aging techniques, where road materials are repeatedly run over by steel wheels. The results show how well or poorly the materials will respond.
UC's pavement labs helped develop a technique where the deteriorated material are reground down to the rocks and set to rebind it without having to be removed from a roadway, meaning there's no expensive hauling away of the old road.
On Feb. 9, FMI issued one of its latest reports, “Prefabrication: The Changing Face of Engineering and Construction,” and the numbers presented within suggest that more and more building projects aren’t being put up simply beam by beam. Of the 156 contractors FMI surveyed for the report, 55 percent — compared to just 26 percent in 2010 — estimated that prefabricated assemblies made up more than 20 percent of their work, and FMI also found that the actual amount of prefab work in the industry has nearly tripled, from 13 percent in 2010 to 35 percent last year.

As most of you know, Errors & Omissions insurance (“E&O” coverage) is meant to provide coverage for mistakes you may make in performing your professional architecture or engineering services. E&O coverage is important to protect you in the event of a lawsuit because, as you know, no set of plans is perfect (nor is perfection the standard of care).
Be careful, though. Do not promise to provide a higher standard of care than the “professional standard“.
Notice to Design Builders
Silicon Valley Clean Water (SVCW) will be holding outreach meetings to provide information and respond to questions for two wastewater Progressive Design-Build projects. The meetings will be held for the Gravity Pipeline (tunnel) and Front of Plant on March 22 and April 5, 2017, respectively. A conference call line will be open for those who cannot attend in person. Additional information is available at: http://www.svcw.org/projects/SitePages/NoticetoProspectives.aspx.
