Specifically tailored for educators, DBIA’s Design-Build Educator Workshop not only teaches university faculty the key elements and value of design-build, but also how to incorporate design-build best practices into new and existing curriculum. The workshop will be held July 31-August 3, 2017, at the University of Denver. A limited number of scholarships are available for faculty and academia from accredited universities; applications will be accepted until June 2, 2017. With California’s increasingly busy — and costly — construction market, it’s becoming more difficult to predict costs with a typical design-bid-build delivery method. The best project delivery results in the construction industry are realized when design professionals, contractors, and owners work together from inception of a project to completion. If you are new to design-build, it is critical to obtain training on current best practices through the Design-Build Institute of America (DBIA). You should also consider hiring a design-build consultant to assist you in setting the project up for success. Lastly, it is most important that an owner make the decision to use the design-build delivery method early on in the project development process. The DBIA best practices recommends that an owner select a team based primarily on qualifications, with consideration for price.

His hopes for a “very bipartisan” bill are running into the same kinds of political forces that torpedoed the Obamacare repeal. President Donald Trump is counting on his $1 trillion infrastructure proposal to produce the kind of bipartisan legislative victory that has eluded him on health care and pretty much everything else.
Roads & Bridges
The Trump administration is doling out nearly $800 million for emergency road and bridge repairs around the country, the U.S. Department of Transportation (U.S. DOT) announced Thursday.
Transportation Secretary Elaine Chao has approved $768.2 million to help fix roads and bridges that have been damaged by storms or catastrophic events across 40 states. The money will come from the Federal Highway Administration’s Emergency Relief program, which awards funds for repair work needed after major disasters.

Recent derailments at New York Penn Station show why Congress should reject budget cuts proposed by President Donald Trump and provide nearly $4 billion for Amtrak and mass transit projects in 2018, Sens. Cory Booker and Bob Menendez argued in a letter to Senate appropriators on Friday.
Conference committees of senators and delegates will be named to work out differences in two bills that are part of Gov. Jim Justice’s highways package.
Bills that would increase the capacity for the state Division of Highways to take on public private partnerships and design-build projects were passed through both houses with some differences amended in.
The conference committee would work out the differences and compromise on a way both houses could agree upon.
Earlier Friday, the House of Delegates voted to approve separate legislation relating to highways.

The Dodge Momentum Index increased by 0.9 percent in March to 144.4 (2000=100) from its revised February reading of 143.2. The Momentum Index is a monthly measure of the first (or initial) report for nonresidential building projects in planning, which have been shown to lead construction spending for nonresidential buildings by a full year.
The next step has been taken toward building the $3.1 million UC Health West Chester Hospital Fieldhouse project at Voice of America MetroPark.
The MetroParks of Butler County Board of Park Commissioners last week approved an initial design build contract for pre-construction services with Conger Construction Group Inc. Barkley said state law requires MetroParks to award the contract to the firm that provides the “best value.” The best value selection was based on 60 percent of the technical proposal evaluation and 40 percent on the guaranteed maximum price. She said the technical proposal scores are based on the reviews of the evaluation committee, and the GMP proposal scores are based on a formula prescribed by the Ohio Administrative Code.
The Milwaukee Bucks’ new Wisconsin Entertainment & Sports Center is being built with an eye to reducing the arena’s footprint, ensuring energy efficiency, and furthering sustainability. The Bucks have contracted with Johnson Controls to create the arena as a “smart building” that the organization says will be “the gold standard for a sports and entertainment facility.”
Johnson Controls – along with Mortenson Construction, ICON Venue Group and other subcontractors – will install smart building solutions that will be managed on a unified, intelligent infrastructure including HVAC, building automation, security, lighting, fire protection and information technology.
Mortenson is perhaps best known for sports complexes. Twin Cities venues from Xcel Energy Center to U.S. Bank Stadium were built by the big Golden Valley-based construction company. Less flashy, but keenly important to Mortenson’s bottom line, is its renewable energy business, particularly wind and solar power projects. Mortenson began in 1995 by building a wind “farm” consisting of a single turbine and is now a national leader in the building of renewable energy projects.
In 2016, renewable energy projects accounted for 34 percent of Mortenson’s nearly $4 billion in annual revenue.
“It was up and down in the first years, but we stuck with it,” said Tom Wacker, Mortenson’s chief operating officer.
Discussing "how" to improve is tactical. Discussing "what" to change is strategic. Sound strategy establishes a framework that helps everyone in the organization make decisions aligned to move the performance toward the goal or goals. It clarifies and prioritizes which activities will be most effective in accomplishing the desired changes.
The following model is one we use with client organizations to help them assess and strategically target areas of improvement. The model identifies three areas.
Roads & Bridges
When inspections of Maryland’s William Preston Lane Jr. Memorial Bridge, also known as the Bay Bridge, revealed that conventional cable corrosion protection systems in both eastbound and westbound spans were no longer effective, the Maryland Transportation Authority (MDTA) took a proactive approach to preserve the suspension cables by engaging AECOM for cable dehumidification services—having recently worked on similar cable-protection systems on bridges in the U.K.

The Washington Department of Transportation (WSDOT) is leading the effort to develop the world’s largest concrete pavement preservation experiment.
This experiment, based upon the Long Term Pavement Performance (LTPP) project on concrete pavements termed SPS-2, will extend the performance data collected by the SPS-2 experiment and analyze how the respective preservation treatments will impact the deterioration rates of the different test sections. This will provide a cradle-to-grave analysis of the SPS-2 test sections and the respective preservation treatments used.
To accomplish this, WSDOT has developed a pooled-fund effort which now includes seven state departments of transportation — Arizona, California, Colorado, Georgia, Kansas, North Carolina and Washington. These states have pooled their funding resources to develop a shared research effort.
