2015 Student Competition is Open
DBIA’s National Student Design-Build Competition for 2015 is now open. The annual competition closely follows how real-life design-build projects are procured – it’s a two-step competition, with teams responding to RFQs, short-listed finalists responding to RFPs and a final presentation at the 2015 Design-Build Conference & Expo in Denver. There have been some changes this year, such as expanding the team to include five members and the option of teaming, so read the information carefully and register your team.

Coming Soon! DBIA Bond Forms
DBIA will soon be releasing its new 2015 series of contract documents. Included in these new documents will be a full set of warranty bonds, proposal bonds and payment and performance bonds specifically for design-build projects. The documents were developed by a committee of expert and experienced construction attorneys from across the country, and are the first and only set of bond forms co-authored by designers, builders and surety industry leaders. GOP Search for Road Funding Fix Hits Home Stretch
The Hill
Senate Republicans are searching for way to pay for an extension of federal transportation funding that is currently set to expire in six weeks. The Senate Banking, Housing and Urban Affairs Committee is scheduled to meet on Tuesday to discuss the reauthorization of the surface transportation bill, which will expire on May 31 without congressional intervention.

Transportation Chief Slams Highway Patches
The Hill
Transportation Secretary Anthony Foxx chided lawmakers this week for settling for temporary infrastructure funding measures. Congress is struggling to come up with a way to pay for a long-term extension of the federal government’s surface transportation funding bill, which is scheduled to expire on May 31, and lawmakers appear likely to be getting ready to settle for a short-term fix as the deadline looms.

Merkley Takes Lead on "Made in U.S." Construction Bill

Sen. Jeff Merkley has proposed a measure that would require transportation contractors to use U.S. products whenever possible. Merkley joined follow Democrat Tammy Baldwin in introducing the Invest in American Jobs Act. The bill would require those working on federally funded transportation projects to use American steel, iron and manufactured products when possible.

Changing Economy Good for Design-Build

The executive vice-president and group head of major projects at Infrastructure Ontario (IO) said the rapid change in current economic conditions is creating an environment which is good for the use of design-build projects. "This is actually an ideal time to be doing design-build (DB), because you guys in the DB industry can respond very quickly to changes in economic activity and economic indicators in a way we couldn't do under the old traditional ways of doing business," said John McKendrick, during an IO update hosted recently by the Ontario General Contractors Association (OGCA).

Seattle Plans $600 Million Wastewater Overflow Project
A Seattle utility unveiled a $600 million plan on Friday to stop millions of gallons of untreated wastewater and polluted runoff from flowing into the area's creeks, lakes, the Duwamish river and the Puget Sound. The plan would involve construction of a 2.7-mile, $374-million combined sewer overflow storage system along the north side of the Lake Washington Ship Canal, just miles from an unrelated headline-grabbing $3.1 billion Seattle roadway overhaul that has been fraught with delays.

With funding from Indiana's Major Moves 2020 Trust Fund, the Indiana Department of Transportation (INDOT) is spending $120 million to reconstruct and widen 14 consecutive mi. (22.5 km) of Interstate 65 just outside of Indianapolis between Southport Road to Main Street/Greenwood (3 mi. [4.8 km], $35.8 million, north side) and Main Street/Greenwood to Franklin (11 mi. [17.7 km], $84 million, south side).

Intelligent Windows, Self-Repairing Concrete and Other Inventions That Could Change the World
The European Patent Office has announced its finalists for the 2015 European Inventor Awards, honoring brilliant inventions from a range of scientific fields. The EPO will have its work cut out choosing winners—everyone on the list is working on or has created something groundbreaking. A dozen finalists are grouped into four categories, including one for non-European inventors; three additional finalists are eligible for a lifetime achievement recognition. One winner will be selected from each category, and then the public can vote on the overall winner, with the awards taking place on June 11.

New Program Offers Job and Life Skills to Minorities and Women in Construction in St. Louis, Missouri

Unemployed minorities and females looking to enter the construction industry in the St. Louis region now have a new training option. MOKAN Construction Contractors Assistance Center announced recently that an eight-week course, Construction Trades Pre-Apprenticeship Program, will teach classes of 25 people.

New Energy-Efficient Central Utility Plant Opens at Los Angeles International Airport
Los Angeles City Councilmember Mike Bonin and Board of Airport Commissioners Vice President Valeria Velasco were joined today by airport officials at a ribbon-cutting ceremony to commemorate completion of a $423.8-million replacement Central Utility Plant at Los Angeles International Airport. The new CUP will provide additional capacity for heating and cooling of airline terminals and other buildings in the Central Terminal Area (CTA) – significantly improving passenger comfort for the more than 70 million travelers who pass through LAX annually.

Crews Top Off JW Marriott Hotel at Mall of America

Mortenson Construction placed the final beam on top of what will be a 15-level JW Marriott luxury hotel attached to the Mall of America in Bloomington. The 342-room hotel will have a full-service restaurant and bar, a grand lobby, a fitness center, pool, meeting space and a grand ballroom. It's a $105 million project.

University of Toronto Misissaugua's Innovation Centre Shows the Fine Design Line between Good and Great

Big dreams, and then smaller ones. This has been the rhythm by which Canadian universities have been built over the past four decades, and you can read this history clearly on the University of Toronto’s Mississauga campus. It was first conceived in the sixties as a concrete megastructure, but it emerged as a collage of architectural visions, Brutalist concrete colliding with sleek stainless steel and townhouses that look trucked in from a nearby subdivision.

Leadership and Brunelleschi Award Nominations Open
DBIA is now accepting nominations for the 2015 Brunelleschi Lifetime Achievement Award and the Distinguished Design-Build Leadership Awards. The Brunelleschi Lifetime Achievement Award is the highest honor DBIA bestows, and is presented to an individual who has made significant contributions to the design and construction industry through outstanding leadership and the advancement of integrated design-build project delivery. Past winners include Craig Unger, DBIA; Michael C. Loulakis, Esq., DBIA; Dr. Robert Tener; and Walker Lee Evey.

The Distinguished Design-Build Leadership Awards are given to leaders who advocate for and promote the merits of Design-Build Done RightTM in six different categories: owner, industry professional, legislator, academic faculty, students and – for the first time this year – young professionals (age 35 or younger). In submitting nominations, specific attention should be focused on the nominee’s efforts and achievements in furthering the understanding and use of design-build as an effective and efficient delivery method, which will vary depending on the position they occupy within the industry.
