The fifth month of the year (yes, it's already May) seems like a strange time to call a halfway point, but since it's an election year, legislative calendars around the country are much shorter. Some legislative sessions will be wrapping up in June, but they may re-open after the election. So far this year, we're tracking legislation in almost half of U.S. states.

The USGBC announced that 3 billion square feet of green construction space has earned LEED certification around the globe. "As our numbers continue to gain momentum, the impact is significant — jobs are created, revenue is generated, and well-being is prioritized."
Morganza to the Gulf to Get House Hearing Needed for "Authorization"
The $10.3 billion Morganza to the Gulf levee system appears headed for congressional authorization in Louisiana. Authorization is needed to advance a project, though it doesn't guarantee needed federal funding. For a project to win authorization, under a House-passed bill, it must be subject to a House Transportation and Infrastructure Committee hearing before the newest water resources bill is signed into law.
Longtime Minnesota Congressman Jim Oberstar Dies at 79

Former U.S. Rep. Jim Oberstar, who represented northeastern Minnesota for 36 years and brought millions of dollars to the state as chair of the powerful House Transportation Committee, died unexpectedly early Saturday morning. He was 79.

Builders Solve Calatrava's Florida Polytechnic Puzzle
Builders of a glass-sheathed Florida college building—topped by a 250-ft-long skylight shading system with 94 louvered arms that raise and lower to track the sun—say they could not have successfully executed the unusual design without intense consultant-contractor cross-pollination. The $60-million building nearing completion in Lakeland, designed by architect Santiago Calatrava, is on time and on budget thanks to the teamwork, they say.
Northwestern Mutual Selects General Contractor for Office Tower in Milwaukee

Gilbane Building Co. and C.G. Schmidt Inc. have been chosen to serve as general contractor for Northwestern Mutual Life Insurance Co.'s planned 32-story lakefront tower, putting companies with strong local ties at the center of one of Milwaukee's most important projects, the insurer said recently. Northwestern Mutual said it vetted a broad range of contractors with the expertise and experience needed for the 1.1 million-square-foot, $450 million project.

Stanislaus County, California, Supervisors Approve Three Finalists to Design, Build $112.5 Million Jail Expansion

Stanislaus County, California, supervisors recently approved three construction companies to prepare best and final proposals for building a Public Safety Center expansion on Hackett Road. Plans for the facilities include two 192-bed maximum-security units, a medical and mental health wing, and a reporting center for probationers. The three builders, McCarthy Construction of Roseville, Hensel Phelps of San Jose and Balfour Beatty of Emeryville, will prepare detailed proposals that could increase the capacity to 480 jail beds.
Energy Works Selects JV to Build Hull Power Plant in Yorkshire, UK

The company driving forward the development of a £150 million green energy power plant in Hull has selected a joint venture partnership to design, build and operate the facility. Hull-based specialist engineering company Spencer Group and MWH Treatment, part of U.S.-based MWH Global, have combined to win preferred bidder status for the Energy Works development, which will be the first of its kind in the U.K.
