Infrastructure Week Includes Project Delivery Discussion
Infrastructure Week kicked off this year with a serious focus on federal surface transportation funding. While financing infrastructure projects was the big topic at Infrastructure Week forums in Washington, D.C., there was also some discussion on the importance of project delivery, and DBIA continues to work to make sure Design-Build Done RightTM is encouraged in any transportation funding reauthorization.” I’ll make the change on the DBDR website too.

DBIA's Vice-Chair Discusses His New Book "A Young General and the Fall of Richmond" on C Span
G. William Quatman talked about Union Army Major General Godfrey Weitzel and his role in the fall of Richmond and the end of the U.S. Civil War. Born in Germany, Godfrey Weitzel immigrated to the U.S. and attended West Point in the 1850s before joining the Civil War. On April 3, 1865, Major General Godfrey Weitzel marched his troops into Richmond, Virginia, the capital of the Confederacy, capturing the city for the Union and precipitating the eventual collapse of the Southern states rebellion.

House Passes 12th Temporary Fix in Six Years to Keep Highway, Transit Aid Flowing to States
The Associated Press via U.S. News & World Report
States would continue to receive highway and transit aid for another two months under a bill the House passed Tuesday, the 12th such temporary patch in six years and a reflection of lawmakers' lack of consensus on how to solve the nation's infrastructure financing woes. The bill was approved by a vote of 387 to 35. The current authorization to spend money from the federal Highway Trust Fund, which finances most aid to states, expires May 31. A Senate vote is expected later this week.

GOP Senator Introduces Bill to Create Infrastructure Bank
The Hill
Sen. Deb Fischer, R-Neb., has introduced legislation to create a national infrastructure bank as lawmakers are struggling to come up with a way to pay for an extension of federal transportation funding. The legislation, which has been dubbed the “Build USA Act,” would create a new infrastructure bank to provide funding for states to apply for loans at low interest rates.

Gov. Rendell and Allegheny County Executive Fitzgerald Help Launch National Campaign to Push Feds for More Transportation Funding
Under the Liberty Bridge was the setting as former Pennsylvania Gov. Ed Rendell called on federal lawmakers to increase funding for the nation’s roads and bridges. Rendell joined Allegheny County Executive Rich Fitzgerald and the Constructors Association of Western Pennsylvania in the request, which is part of a new campaign from the Associated General Contractors of America. It’s an advertising, community outreach and social media campaign.

    ASCE International Conference on Transportation & Development
    ASCE International Conference on Transportation & Development (ICTD 2016) invites you to submit an abstract and be a part of ASCE's next major event for transportation and development professionals. The conference will be held from June 26-29, 2016 at the Omni Houston Galleria Hotel in Houston, Texas. Abstracts to be considered for the various speaking opportunities are due by June 29, 2015.

    ASCE ICTD 2016 will cover transportation and development planning, financing, functional design, construction operation, and management: how practitioners are improving performance to meet the critical mobility, safety, sustainability and developmental challenges of a changing operational and competitive environment. Papers and presentations are sought to address transportation applications, innovations, and critical needs. Approved papers will be published in ASCE conference proceedings.

    New Battle of the Brains Will Be Part of Science City Expansion in Kansas City

    Greg Graves paused to take photos with his phone of smiling kids in bustling Science City as he passed through the other day. Nothing pleases the chairman and chief executive officer of Burns & McDonnell more than to see future engineers excited about the sciences. To encourage that enthusiasm, the Burns & McDonnell Foundation will invest more than $1 million in additional money to fund a third Battle of the Brains competition this fall. The first two rounds have resulted in three new exhibits at Science City based on concepts developed by students in elementary and higher grades.

    Keene, Texas Council Seeks Open Communication with Design-Build Team

    A discussion by the Keene, Texas City Council May 7 about building a new City Hall didn't address costs, but did give each council member an opportunity to add his or her 2-cents worth. “I think it's important to use local contractors as much as possible to return money to our local economy,” Mayor James Chapline said, looking at audience member Louie Speyer Jr., a member of the design team of architects Callahan & Freeman, who were selected April 23 along with contractor Speed Fab-Crete to be the design-build team.

    Five Construction Teams Invited to Bid for Next High-Speed Rail Contract in California Valley

    Five teams of contractors will be invited later this month to compete for a contract to design and build the third segment of a high-speed rail route through the San Joaquin Valley. The California High-Speed Rail Authority’s board of directors, meeting Tuesday in Sacramento, approved the overall term sheet and authorized the issuance of a formal request for bids from contractors for its Construction Package 4, a 22-mile stretch of the proposed bullet-train line in northern Kern County, from about a mile north of the Tulare-Kern county line to Poplar Avenue in Shafter.

Recognizing the real-world differences between design-build market sectors, DBIA’s market sector committees have developed a second tier of DBIA Best Practices related specifically to the federal, water/wastewater and transportation sectors. After lengthy internal review and stake-holder comment, Design-Build Done Right for the Federal Sector is now open for comment.     Nominations for Six Categories of Design-Build Leadership Awards Now Being Accepted
    DBIA is now accepting nominations for the 2015 Brunelleschi Lifetime Achievement Award and the Distinguished Design-Build Leadership Awards. The Brunelleschi Lifetime Achievement Award is the highest honor DBIA bestows, and is presented to an individual who has made significant contributions to the design and construction industry through outstanding leadership and the advancement of integrated design-build project delivery. Past winners include Craig Unger, DBIA; Michael C. Loulakis, Esq., DBIA; Dr. Robert Tener; and Walker Lee Evey.

    The Distinguished Design-Build Leadership Awards are given to leaders who advocate for and promote the merits of Design-Build Done Right in six different categories: owner, industry professional, legislator, academic faculty, students and – for the first time this year – young professionals (age 35 or younger). In submitting nominations, specific attention should be focused on the nominee’s efforts and achievements in furthering the understanding and use of design-build as an effective and efficient delivery method, which will vary depending on the position they occupy within the industry.
