District seeks new life for St. Elizabeth's

The District is looking for creative minds to build a temporary attraction at the old St. Elizabeth's Hospital campus before federal workers move there next year. The city issued a request for proposal last week seeking someone to design and build an "innovative" building that would provide space for a range of events and activities as well as retail space. That building would open within a year and is intended to help people who live and work nearby get used to using the former psychiatric hospital site - long closed to the public - before a more expansive redevelopment of the site is complete.

To this end, the D.C. government has issued an RFP for design-build services for St. Elizabeth's East Gateway Pavilion.

Ohio Department of Transporation looking at private sector deal to build the second Inner Belt Bridge on time

Ohio Department of Transportation is exploring ways to attract private interests to the second Inner Belt Bridge and other big-ticket projects statewide. The idea is to raise money faster and get projects built more quickly, rather than face years of delay. The approach, called a public-private partnership, has been used in other states but never in Ohio. It's allowed under a state law passed last year. More

High Court declines to hear Jacobs' appeal in Minnesota bridge case

The U.S. Supreme Court has declined to hear a challenge by Jacobs Engineering Group to Minnesota's attempt to collect millions of dollars from the company to fund payouts made to victims of the 2007 I-35W bridge collapse in Minneapolis. The case, Jacobs Engineering Group v. Minnesota, was one of more than 150 on the high court's May 29 "order list" that it decided not to hear. As is the court's custom, it did not give a reason for denying the request from Jacobs - or from the plaintiffs in the dozens of other matters it declined to take up. More

House and Senate negotiators trying to agree to a long-term highway bill might need to work past June 30 to get there, House Majority Leader Eric Cantor, R-Va., hinted recently. In a colloquy with House Minority Whip Steny Hoyer, D-Md., Cantor said he is mindful of the June 30 expiration of federal highway programs, but said twice that Republicans stand at the ready to make sure there is no interruption of these programs. District court decision opens door for 'Superfund' liability for design-build of roadways

A noteworthy federal district court decision will force a state agency to reimburse the United States for almost $9.36 million in clean-up and related costs because the state's highways discharged hazardous substances to the environment. This landmark decision opens the door for "Superfund" (officially the Comprehensive Environmental Response, Compensation, and Liability Act or CERCLA) liability to both public and private parties that design and operate storm water drainage systems. AGC has been monitoring the impact of this court case on contractors engaged in design-build roadway projects. More

Manteca, Calif., may build 4 million gallon tank at Atherton, Woodward

Manteca, Calif.'s third functional water storage tank may be in operation by June 2013. The City Council is being asked to authorize spending $136,205 with Kennedy/Jenks Consultants to design the water storage tank project. The tank will hold between 2 million and 4 million gallons of water. The project also will require building a booster pump station to serve peak water demands of existing customers. More

Design-build fans unite. Oregon is getting its own chapter of the Design Building Institute of America. Built industry professionals in Oregon have formed a chapter of the national group that promotes the design-build project delivery method. The new chapter so far includes members from CH2MHill, GBD Architects, Gerding Edlen, Hoffman Construction, Howard S. Wright Construction, JE Dunn and McKinstry.

Stellar begins three military projects

In January, Stellar began design-build work on a temporary lodging facility for the U.S. Marine Corps in Camp Lejeune, N.C., a 50-room facility. In march the company began construction of a 4,300-square-foot convenience mart on Marine Corps Air Station, Kaneohe Bay, scheduled for completion in January 2013. In another project in Hawaii, Stellar is building an Outdoor Recreation Center for the Army at Schofield Barracks.

Hensel Phelps Construction Co. and Fentress Architects received an Honor Award for the 2011 NAVFAC Design Awards Competition for "Design Excellence" on the design-build Military Department Investigative Agencies Headquarters located on the Quantico Marine Corps Base in Virginia. The new headquarters provides 718,854 square feet of office space for five military investigative agencies, totaling 2,700 military and civilian employees. The agencies include the Naval Criminal Investigative Service, Army Criminal Investigation Command, Air Force Office of Special Investigations, the Defense Security Service and the Defense Intelligence Agency.
