DBIA milestone: 2011, Ohio embraces design-build — part 2
After 134 years of using multi-prime project delivery, Ohio was finally willing to look into authorizing design-build in the spring of 2011. DBIA had met with the newly elected Governor, John Kasich, who had signaled strong support for procurement reform, and momentum appeared to be on our side. This is the second part in a two-part series on DBIA’s efforts to change procurement laws in Ohio; part 1 is on the DBIA website.
Design-build projects and work zone safety and mobility
Design-build projects have become more prevalent as agencies seek to speed up projects and leverage resources. Good work zone planning, design and operations practices like those advocated by the Work Zone Safety and Mobility Rule are just as important to DB projects, but they may need to be applied somewhat differently to address the differences between DB and traditional design-bid-build processes.
Modeling meets infrastructure demands
As the population continues to increase across the globe, the demands being placed on infrastructure are growing. As such, not only does this infrastructure need to be updated, but many of the construction projects are complex, requiring the use of advanced modeling technologies.
Army, GSA aim for 'net zero' energy use
Since early 2011, the Army's Fort Detrick, Md., has been on a mission to use only as much energy as it produces by fiscal 2020. It has installed energy-efficient lighting and upgraded boilers and is planning to construct a solar field that produces 20 megawatts of solar power. The progress that Fort Detrick and 16 other installations have made in becoming more energy-efficient and environmentally conscious has led the Army to begin expanding its "Net Zero" program to all 156 of its installations by the end of the year.
Plymouth-Canton board delays middle school design pick

The Plymouth-Canton, Mich., Board of Education recently put off answering questions about the design of the new middle school, approved last month when voters passed the district's $114.4-million bond proposal. The school will be built on district-owned property on Cherry Hill just west of Canton Center. Instead, trustees sent the district's administration back to the drawing board, asking for more information, including the opinions of the district's existing middle school principals.

House members revive infrastructure bank proposal
A bipartisan group of more than 30 House members is reviving an idea for a national infrastructure bank to pay for road and transit projects. The lawmakers' latest proposal calls for the creation of a $750 billion fund for infrastructure improvements they said would be financed mostly by private companies.
Anthony Foxx unanimously approved as DOT secretary

The Senate recently voted 100-0 to approve the nomination of Charlotte mayor Anthony Foxx as Transportation Secretary. The unanimous vote was a rarity for a Cabinet appointee. Foxx, whose confirmation process was smooth, drew national attention when his city hosted the 2012 Democratic National Convention. As we've noted, at 42, Foxx will be the youngest member of the Obama Cabinet.

HNTB adds design-build director with more than 20 years of transportation experience
Jeff Gagné, PE, DBIA, has joined HNTB Corporation as vice president and design-build director. He brings more than 20 years of design-build transportation experience, including major highway, bridge, rail and transit projects. Gagné has been involved with alternate delivery methods, such as design-build, since 1993. In his new role, he will be based in Charlotte and work with HNTB's leadership to further strengthen the firm's design-build expertise and achieve aggressive strategic growth goals.

Construction begins on $200M New Orleans South Market District downtown
Nearly three years after announcing ambitious plans to revive a section of the Central Business District, The Domain Cos. has started construction on the first building in its proposed $200 million South Market District mixed-use development off the Loyola Avenue streetcar line. The Paramount at South Market, a five-story apartment, restaurant and retail building, is slated to be finished late next year.
Haskell tops list for JaxPort intermodal project

The Haskell Co. was ranked the most qualified on the Jacksonville Port Authority's short list of contractors it will consider to design-build its intermodal container transfer facility at the Dames Point Marine Terminal. JaxPort evaluated the qualifications of 13 contractors for a project it estimates will cost about $24 million. Haskell scored 19 out of a possible 20 points in the evaluation.
HNTB/Walsh/Shea Corridor Constructors team selected for Crenshaw/LAX transit corridor
The Los Angeles County Metropolitan Transportation Authority has awarded the design-build contract for the Crenshaw/LAX Transit Corridor Project to Walsh/Shea Corridor Constructors, with HNTB Corp. as lead designer. The Crenshaw/LAX Line will connect Metro's existing Green Line with the Expo Line and integrate Los Angeles International Airport into the regional rail network.
