The Design-Build Institute of America is proud to announce its 2017 Design-Build Project/Team Award Winners. As the use of design-build continues to grow in all sectors so has the number of impressive project success stories. This year’s award winners are leading the industry by delivering some of the nation’s most impressive design-build projects. DBIA Merit Winners will now go on to compete for Awards of Excellence and the Project of the Year to be announced at the 2017 Design-Build Conference & Expo in November.
CURT (Construction User Round Table) and FMI are embarking on an important study to provide insights and thought leadership around the current use of offsite prefabrication and modularization on capital construction projects. The study results will be shared with all survey participants as well as the broader industry in November 2017.

Federal lawmakers last week heard testimony on the Transportation Infrastructure Finance and Innovation Act (TIFIA) loan program as part of their exploration of ways to finance President Donald Trump's $1 trillion infrastructure program, according to Engineering News-Record. TIFIA funding is $275 million for 2017, $285 million for 2018 and 2019 and $300 million for 2019 and 2020. Each dollar represents $10 more in loans.

A huge railroad and transit project to build new bridge and tunnel capacity for travel between New York and New Jersey would receive a whopping $900 million next year if a senior New Jersey Republican has his way.
Rep. Rodney Frelinghuysen is moving to boost the New York and New Jersey Gateway project in large part by eliminating a popular $500 million infrastructure grant program championed by former President Barack Obama. That program funded transportation projects nationwide, including set-asides for rural areas.

The state’s remaining prevailing-wage laws would be eliminated and state transportation officials would face more scrutiny under a bill that a group of Republican legislators began circulating for sponsorship Thursday.
Separately, the proposal would let state officials award road contracts using various alternatives to the state’s current low-bid-wins system. The alternatives would include the design-build and construction manager/general contractor methods.

Indiana Gov. Eric Holcomb said on Thursday that he was "incredibly stoked" to announce a $4.7 billion list of infrastructure projects across the state that will get funding over the next five years.
Holcomb and the GOP-dominated Legislature made raising taxes to pay for infrastructure projects a top priority this year.

Portland International Airport is planning a five-year, $1.3 billion effort to reinvent the core of its terminal. The rolling construction project will be the first major reworking of the terminal, which has been expanded in piecemeal six times since its construction in 1956.

Public-private partnership models are continuing to proliferate as cash-strapped colleges and universities seek to replace or update aging and outdated infrastructure amid tight finances. That proliferation is on display in many of the large development projects institutions announce, like the ambitious billion-dollar-plus campus expansion plan the University of California, Merced, unveiled last year that uses a public-private partnership to build and operate new facilities. And it was evident at the Society for College and University Planning’s annual conference in Washington this week, where several sessions focused on public-private partnerships, which are often called P3s.

Owners preparing for commercial construction or renovation can reap big benefits by breaking away from traditional construction methods and selecting design-build. On average, the design-build method saves 6.1 percent and delivers projects 33.5 percent faster than traditional general contracting. For a $10 million project, that’s a savings of $610,000 — a nice chunk of change to hire a few more grade-a employees or invest in expanded offerings.
Seven companies have won spots on a potential five-year, $900 million contract to design and build healthcare facilities for the Air Force Medical Service across the U.S.
Twenty-eight bids were submitted to the U.S. Army Corps of Engineers for the firm-fixed-price contract, the Defense Department said Friday.

The process of selecting a design-build firm for a Spaceport at Ellington Airport has begun. Houston Airport System plans to have one under contract by the end of the year. Contractors were invited to submit statements of qualifications by July 27, Virtual Builders Exchange reports. HAS will develop a short list by Aug. 16, and City Council is tentatively scheduled to vote on a recommendation Dec. 6. The contractor will join the team including Ricondo & Associates, which prepared the master plan, and Reynolds Smith & Hills, which put together design criteria and bridging documents.
Seawater desalination is an energy-hungry process only a few wealthy seaside cities can afford. In 18 months, a new company hopes to bring to market an ocean-wave-powered process that supplies potable water—cutting costs and limiting pollution, as compared to traditional desalination systems that require power plants.
