Shailendra Patel, director of VDOT’s Alternative Project Delivery Division, says “In Virginia, the use of design-build contracting has significantly increased over the last several years. The use of design-build contracts varies from low risk projects to the most complex transportation projects. In fact, design-build has become the preferred project delivery method for many of Virginia’s most complicated transportation projects. The success of this program would not have been possible without the support of Virginia’s private-sector construction industry. They have fully embraced the challenges and triumphs associated with design-build contracting.”
Hillary Clinton vowed during the Democratic National Convention on July 28 to “work with both parties to pass the biggest investment in new, good paying jobs since World War II.” She went on to clarify that the key component of this investment will be infrastructure spending, but the key phrase is, “working both parties.” It’s hard to understate the importance of this as election experts anticipate that Democrats have a chance of regaining the Senate, while the House will likely remain in Republican control, creating the political cyclone we like to call, divided government. As both conventions have wrapped up, a look at the two party platforms will help to forecast how the infrastructure battle in Washington, D.C. will play out over the next four years.

Regarding the construction of roads, Ricketts said the design-build method will allow the same engineers to both design and build the expressways, something that previously wasn’t possible. “Under the old way, with this new money [$50 million from the cash reserve, funds from gas tax, and fund from sales tax under LB 86] we would be able to churn dirt on an expressway maybe in 2022 or 2023. We expect with design-build we will be able to start turning dirt in 2019,” says Ricketts.

A "Gang of 14" state legislators is touring Oregon this summer, listening to all kinds of stakeholders pouring out their transportation troubles. Led by Rep. Caddy McKeown (D-Coos Bay) and Sen. Lee Beyer (D-Springfield), the Joint Committee on Transportation Preservation and Modernization hopes to learn enough to create a transportation funding package that will pass the legislature in 2017 and pay for preserving, restoring and maintaining a meaningful amount of the state's roads, bridges, rails and other transportation infrastructure.

In cities and counties where professional sports teams want to build stadiums or fix existing ones, citizens and officials alike are becoming more wary. The Arizona Diamondbacks recently appealed to Maricopa County, Ariz. for $65 million worth of repairs to their stadium, but the county has refused to do so, AZCentral reports. The county is estimated to need $187 million to pay for repairs through the Diamondbacks’ remaining 12 years on their lease with the county.
AECOM said it is following through on its 2015 pledge, which it made at a White House summit, to help the industry reduce GHG emissions by 5 million metric tons for the period 2008-2020.
Five teams officially expressed interest in building and operating a people-mover at Los Angeles International Airport, officials said.
The teams will next submit proposals detailing how they plan to make the $2.7 billion project happen, and how they would go about operating the people- mover once it has been built, according to Los Angeles World Airports, the city agency that operates LAX Friday.

Utilities, private investors and other organizations can spend billions building new critical infrastructure assets, such as power generation, water treatment or desalination facilities. The focus during development is often placed on meeting schedule and budget with little attention given to long-term asset operations and maintenance (O&M) until after commercial operation is achieved.
Moving on from a construction project — whether that job was successful or challenging — can be a great feeling. The job is done, and there are just a few details to wrap up before a contractor can officially turn the work over to the owner or general contractor and close the books on it for good. However, before walking away from any project, construction managers must deal with a handful of issues, or else they could find themselves revisiting the project again and again.

A federal court in Maryland determined that the subcontractor could invoke the Waiver of Subrogation provision even though that clause resided in a contract to which it was not a party. After all, the subcontract incorporated the general contract by reference, and the phrase “and any of their subcontractors” in the subrogation waiver clause supported the subcontractor’s contention that it was an intended third-party beneficiary of that provision. Moreover, the Court observed that courts in other jurisdictions have permitted subcontractors to invoke prime-contract subrogation waivers.
