Registration for the 2016 National Design-Build Student Competition has been extended until Friday, September 9. The two-phase competition brings together teams consisting of five students from diverse fields of study (two students must be from a design, architecture or engineering program) collaborating on Request for Qualifications (RFQ) for a parking facility on a liberal arts college campus in the United States. Finalists will then respond to a Request for Proposal (RFP) and the top three shortlisted teams will present in person at DBIA's Annual Conference in Las Vegas. This week, the long-awaited Missouri House Bill 2376 goes into effect authorizing any local political subdivision, such as a municipality or school district, to procure projects through a single contract with a design-build contractor. Missouri is the 25th state to fully authorize design-build for all agencies and all types of projects. “This is a big win for Missouri taxpayers,” says Bill Quatman, who chairs the board for the Design-Build Institute of America (DBIA) and is the general legal counsel for Burns & McDonnell.
Gateway Plaza in downtown Richmond won a 2016 Design-Build Project/Team Award for commercial and office buildings from the Design-Build Institute of America, a trade group that promotes best practices in an integrated approach that delivers design and construction services under one contract.
Hosted by DBIA and the Charles Pankow Foundation, the Design-Build Educator Workshop was held August 8-11, 2016 at the University of Denver. The four-day workshop brought faculty from 13 universities across the United States together to teach the key elements and value of design-build, and also how to incorporate design-build best practices into new and existing curriculum. In addition to learning DBIA’s core curriculum, educators listened to an industry panel featuring members of the Rocky Mountain Region who spoke about the value of design-build education at the undergraduate level and the advantage students have in the hiring process with exposure to design-build and its collaborative principles.

SDSU’s efforts to reinvent the campus are not going unnoticed. The Design-Build Institute of America recently named the Zura Hall renovation one of the two best Rehabilitation, Renovation and/or Restoration projects in the nation.
“We put a tremendous amount of work into the renovation of Zura Hall within a very short time frame, and this award is a great recognition of our efforts,” said Robert Schulz, associate vice president of operations and university architect. “Thanks to everyone’s hard work, Zura Hall is now the flagship residence hall on campus, and it’s raising the bar for us to come up with additional environmentally-friendly building solutions for our future projects.”

The Internal Revenue Service on Monday released a revenue procedure containing safe harbors for management contracts that allows them to more easily be used in bond-financed infrastructure and other projects involving public-private partnerships.
Rev. Proc. 2016-44 extends terms of long-term management to up to 30 years from the previous 15 years that market participants had complained was too restrictive. It also removes the formulaic fixed fee requirements for manager compensation, allowing for more incentive compensation.

The U.S. Federal Emergency Management Agency has proposed that most construction projects using federal funds be built two feet above the 100-year floodplain, according to The Wall Street Journal. "Critical action" projects like hospitals would be required to be built three feet above the floodplain.

The IHS has hardly changed since its inception 60 years ago, however, it is now showing its age. The Future Interstate Study is being performed in accordance with Section 6021 of the Fixing America’s Surface Transportation (FAST) Act of 2015, which calls for the Transportation Research Board (TRB) to conduct, ‘a study on the actions needed to upgrade and restore the National System of Interstate and Defense Highways to its role as a premier system that meets the growing and shifting demands of the 21st century.'

With design-build, architects can talk directly with makers from the get-go, and work through potential issues early on. “For us, design-build is about closing a loop in the design and feedback cycle,” says Erik Mehlman, principal in Durham-based BuildSense Architecture + Construction.

A Skanska-led joint venture has signed a $206 million contract with Duke LifePoint Healthcare to build a replacement hospital for UP Health System in Marquette, Michigan. Skanska’s has a $175 million share of the contract, which it is carrying out with its joint venture partner Closner Construction.

The design-build team of Irvine-based Taylor Design and McCarthy Building Cos. in San Diego has been awarded Best Healthcare Project – Southern California for its work on the Scripps Clinic John R. Anderson V Medical Pavilion, a new $130 million medical office building at the Scripps Memorial Hospital La Jolla campus. McCarthy served as design-builder, and Taylor Design provided building program, site study and design services for the project.
The GRS-IBS construction method was developed by the Federal Highway Administration using basic earthwork techniques to create a reinforced soil foundation for the abutment and an integrated approach. It’s a similar method to retaining wall constructions, and engineers have spent nearly two decades in testing and evaluation to ensure predictable, reliable and safe performance for transportation. GRS-IBS is considered an ideal solution for smaller, single-span bridges over low-velocity waterways.

Improvements in our approach to safety over the past decades have led to a significant reduction in workplace incidents. In general, workers are safer now than at any time in history.
