New Montana federal courthouse sets benchmark for design and construction delivery

The new federal courthouse in Billings, Mont., is open for business after only 27 months of design and construction. According to the U.S. General Services Administration (GSA), which manages real estate and property for the federal government, the design-build project team of Mortenson Construction and NBBJ established a new benchmark for the fastest delivery of a modern federal courthouse. The formal building opening and dedication is scheduled for Sept. 18. More

Fluor to design, build, operate and maintain 170-megawatt Centinela Solar Energy facility in California

Fluor Corporation announced recently that Centinela Solar Energy, LLC, a member of LS Power Group, has awarded the company a lump-sum engineering, procurement and construction (EPC) contract, as well as a separate contract for ongoing operations and maintenance services for its new nominal 170-megawatt solar photovoltaic (PV) facility located in Southern California. Fluor has been awarded both the 125-megawatt Phase 1 and the 45-megawatt Phase 2 of the Centinela project and received full notice-to-proceed for Phase 1 which was booked into backlog in the third quarter of 2012. Phase 2 is expected to be released in the first quarter of 2013. More

CDM Smith-led team to design-build solar array project at Toole Army Depot

The U.S. Army Corps of Engineers, Sacramento District has selected a CDM Smith-led team to design and construct a 1.5-megawatt solar array at Tooele Army Depot in Tooele, Utah. The project includes the largest installation of Infinia PowerDish Stirling solar power generation systems to help increase the depot's energy security. CDM Smith will serve as the prime contractor, partnering with equipment supplier Infinia Corporation and electrical subcontractor Hunt Electric Inc. More

The number of DBIA™ certified professionals has grown exponentially in the past two years. Now more than 2,000 owners and practitioners across the nation have demonstrated design-build knowledge and experience by meeting the rigorous requirements of the program. It’s not surprising that the number is growing so rapidly. After all, we are seeing a proliferation of owner solicitations that reference design-build certification and/or best practices. Among them are:
  • Published in June 2012, The Design-Build Process for the Research Support Facility is an in-depth look at how the U.S. Department of Energy used performance-based design-build for its net-zero office building, the National Renewable Energy Laboratory. Among the Top "Must Haves" listed for a successful design-build project is: "Use DBIA's best practices."
  • From J.F. Tuttle Middle School Reconstruction, RFQ, Crawfordsville Community School Corporation, Crawfordsville, Ind., "The successful Design-Builder will demonstrate an understanding of and a commitment to Design-Build best practices. Members of the team in leadership roles who have earned a 'DBIA Professional Designation' will be considered an asset in the selection process."
  • Bureau of Indian Affairs, NOTICE OF INTENT TO REQUEST DESIGN-BUILD QUALIFICATIONS PASCHAL SHERMAN INDIAN SCHOOL NEW K-9 CAMPUS AND DORMITORY DESIGN-BUILD DELIVERY METHOD SOLICITATION. "The RFQ/RFP process will be managed utilizing the Design-Build Institute of America (DBIA) Design-Build RFQ/RFP Guide for Public Sector Projects and the DBIA Manual of Practice."
  • Hamilton (Ind.) Southeastern School Corporation RFQ, "The school corporation encourages the use of DBIA best practices methods of design and construction. Design-Builder team members who carry a 'DBIA Professional Designation' will be considered an asset in the selection process."
With design-build project delivery accounting for over 40 percent of all design and construction in the nation, it can hardly be called "alternative" anymore. Design-build is quickly becoming mainstream – simply a better way of doing business. Owners have indicated that they choose design-build to achieve best value while meeting schedule, cost and quality goals. And as owners become educated consumers of design-build services by seeking DBIA™ certification themselves, it is becoming increasingly important that industry keep pace.

This phenomenon has resulted in a dramatic increase in demand for "company-based" training whereby leading industry firms take key players through the design-build certification program in a coordinated, streamlined fashion. Many of these firms are found on ENR's list of the "Top 100 Design-Build Firms." Sundt Construction was in the vanguard of the DBIA certification program. Today this industry leader proudly promotes the fact that among their staff are 100 DBIA™ certified professionals.
