A bill to reauthorize the Federal Aviation Administration for five years, including a new airport infrastructure grant program and also an initial $1.7 billion to help southeastern states recover from Hurricane Florence is now on the books. President Trump signed the measure on Oct. 5, two days after it won final congressional approval when the Senate passed it on an overwhelming 93-6 vote. The House approved it on Sept. 26 by a strong 398-23 vote.
Gov. Andrew Cuomo says major changes are coming to John F. Kennedy International Airport. On Thursday, he announced his plan to rebuild the airport with two new terminals and two new roadways to improve vehicle access, along with expanding JFK airtrain service. The governor said it’s part of a $13 billion plan to be completed by 2025. Construction is expected to begin in 2020.
Six projects in Albemarle County are being combined into one $35.9 million design-build package that will be awarded to a single contractor.

Roads & Bridges
Serving as one of the only major connections to Denver and the surrounding areas, Weld County Road 49 is a crucial farm-to-market corridor for the agricultural industry, and is a key thoroughfare for the regional oil and gas industry. ... “The county taking on a project of this size and utilizing a design-build approach was a huge leap of faith,” Frazee said. Until recent years, Weld County had not constructed any major concrete roadways projects. In addition to accelerating project completion, the design-build approach allowed to the county to leverage the expertise of the D-B team to help fill in the gaps from the county’s inexperience with concrete roadway construction and larger projects.

A $200 million grant to help communities address federally unregulated contaminants in their drinking water supplies was issued by Governor Andrew M. Cuomo Tuesday. The funding will provide advanced support and assistance for communities to combat emerging contaminants, while New York state prepares to take the “important step of setting enforceable drinking water standards for emerging contaminants,” a news release stated.

MARTA officials approved Thursday the blueprint that will guide Atlanta’s largest transit expansion in decades.
In a 10-0 vote, the MARTA Board of Directors adopted the final version of the transit agency’s “More MARTA” plan, which will distribute $2.7 billion in city of Atlanta projects. This version differs significantly from the original, much-debated plan presented in May, but mirrors an adjusted set of recommendations presented last week. It includes a larger allocation for transit along the Atlanta Beltline and less funding for the so-called Clifton Corridor. It also includes light rail service, and not the originally proposed bus rapid transit system, along Campbellton Road.

Lane Construction Corp. has won a design-build contract in Florida to construct the Wekiva Parkway (Section 8) in Seminole County.
The contract, valued at $253 million, supports Lane’s recently renewed strategy in the U.S., which is focused on building large-scale, complex infrastructure. Lane has a long history in the state of Florida with other large infrastructure works including the I-4 Ultimate Improvement Project in Orlando; Osceola County Line to the Beachline Expressway/S.R. 528; and the Suncoast Parkway 2 leading north of Tampa.

Civil + Structural Engineer
The Golden Gate Boulevard Design-Build Improvement Project (east of Wilson Boulevard to 18th Street East) won an Honor Award in the Transportation Roadways Category for the 2018 Florida Region Design-Build Awards from Design-Build Institute of America (DBIA) Florida Region, Inc. The design-build team for the county project was Ajax Paving Industries of Florida, LLC and Stantec Consulting, a global professional services firm. Sub-contractors Guymann Construction performed the stormwater drainage system upgrades; Thomas Marine Construction handled the bridge-widening portion of the project; On-Grade constructed the earthwork, subgrade and base rock within the project; and Tincher Concrete Construction placed all the sidewalk and driveways for the project.
It’s long been proven that adding nanoparticles to concrete improves the materials’ strength and durability, but the cost of such processes has outweighed the benefits. A Missouri S&T researcher is working on a safer, simpler and potentially more affordable method of combining nanoparticles with concrete. Dr. Hongyan Ma, Missouri S&T assistant professor of civil, architectural and environmental engineering, compares the technique to blowing bubbles into limewater.

A recent decision by the Armed Services Board of Contract Appeals reminds us of the importance of obtaining commitments from your key subcontractors after award. In CDM Constructors, Inc. (August 20, 2018), the ASBCA dismissed on summary judgment a construction contractor’s claim for increased costs arising out of a contract for the construction of dissolved oxygen injection systems at two locations in the Savannah River. ... The teaching lesson from this decision to that following award, a prime contractor should promptly execute subcontracts with its key subcontractors. Failure to do so jeopardizes the ability of the prime contractor to either seek an equitable adjustment from the government in circumstances similar to those presented in this case, or hold the subcontractor responsible for failing to honor its bid.
Building Design + Construction
Modular construction—a building process where building components are fabricated off-site in a controlled manufacturing setting, and then constructed on-site—is rising as a construction strategy here in the US after years of popularity in Europe. Valued for offering greater efficiency and quality control, modular construction is gaining ground across all property types, from multi-family and hospitality, to education and lab space.
The persistent focus of engineering, procurement, and construction (EPC) project managers to eradicate execution inefficiencies is not always evident with turnover packages (TOPs). TOPs consist of design, construction, and startup records that EPC contractors deliver to owners at the end of a project. At critical junctures, other priorities take precedence and TOPs regularly become haphazard collections of incomplete information that offer minimal value to owners. Setting expectations early and investing in thorough reviews counteract this trend and enhance the value of TOPs by tailoring them to suit each project.
