Public-Private Partnerships: Design-Build Revolution or Evolution?
Design-Build Done Right
The 21st century has ushered in a revolution in construction delivery methods in the United States away from the separatist traditional design-bid-build method and toward a more integrated approach of which design-build is at the forefront. Public-Private Partnerships (P3s) represent an extension or evolution of the integration efficiencies seen in design-build construction for appropriate infrastructure projects. P3's focus on the integration of the design-build with the long-term operation and maintenance of public infrastructure assets represents an important evolution of infrastructure development.
Dodge Forecasts 9 Percent Rise in Construction Starts in 2015
After steady growth in 2014, the construction industry could see a strong uptick in construction starts in 2015, according to Dodge Data & Analytics. Dodge forecasts that the total value of construction starts could reach $612 billion next year—up 9 percent from 2014. The residential, commercial and institutional sectors, in particular, are expected to boost activity.
Federal Officials Make Plans for Aging Northeast Corridor Rail Line
The Associated Press via The Patriot-News
Rail travelers would be able to speed from Washington, D.C. to Boston at 220 mph and people on Long Island would take a tunnel straight to Connecticut and points north rather than go through New York City under some of the more ambitious long-range plans described by federal rail officials to remake the beleaguered Northeast Corridor.
Big Steps for U.S. 290 and Grand Parkway, Uncertainty on Uptown
When folks look back, this will have been a big week for Houston freeways. Decisions by the Texas Department of Transportation will not radically redefine the road system, but they could tilt things a certain way. First, as a recent story noted, plans for U.S. 290 are changing so TxDOT can dedicate more of the freeway to general use lanes, leaving a single, reversible managed lane for carpool and transit use.
Army Net Zero Initiative Soldiers On
Now that the Army's ambitious Net Zero initiative has passed the pilot stage with flying colors, planners have been gearing up for the next steps. Today we bring you an exclusive insider view of what’s in store, provided by someone who has been guiding Army renewable energy and efficiency policy since 2008.

Advocates: 60 Percent of Transit Initiatives Approved by Voters
Sixty percent of transit initiatives before voters on Election Day this week were approved, the American Public Transportation Association (APTA) is touting. The group said 15 out of 25 local transit initiatives, totaling more than $6 billion, were approved during last Tuesday’s elections, despite widespread gains in many areas of the country for Republicans who campaigned on reducing government spending.
Possible High-Speed Rail Quickens Dallas Transit Plans
The Dallas Morning News
A private company’s plans to connect Dallas and Houston with a 90-minute high-speed train ride is prompting Dallas Area Rapid Transit to fast-track plans for increased transit options downtown. The region’s largest transit agency is working on a three-pronged approach to increase rail lines, streetcar routes and downtown train capacity by 2021, when Texas Central Railway’s trains could arrive in Dallas.
Florida DOT Shares New I-4 Ultimate Design, Construction Milestones
Orlando Business Journal
Design has kicked off and we're just a few months away from the planned construction start for the $2.3 billion major revamp of Interstate 4 in Central Florida. The Florida Department of Transportation (FDOT) and its design/build partner, I-4 Mobility Partners, presented an update on Nov. 3 to the Orlando City Council regarding the project that involves tearing up, rebuilding and improving — including adding tolled express lanes — 21 miles of I-4 from west of Kirkman Road in Orange County to east of State Road 434 in Seminole County.
Face-Lift Coming for Miami Beach Convention Center
After years of on-again, off-again planning, the Miami Beach Convention Center is set to reclaim its place among the elite meetings spaces in the U.S. A bold white, wavy facade — very futuristic-looking — was the key element of the aging center's schematic redesign plans recently revealed by Denver-based Fentress Architects to city commissioners. Fentress is the design criteria professional on the project and is preparing 30 percent of the plans before handing it off to a design-build firm; city commissioners will select that firm later this month.
