Congress is moving toward final approval of a five year transportation authorization bill. House and Senate negotiators released the bill on December 1, and its adoption is expected quickly. This will be the first such authorization legislation to last longer than 2 years since 2005. Overall the bill would boost highway spending by 14.9 percent and transit spending by 18.1 percent.

When President Obama signed the NDAA into law on November 25, two key surety bond provisions were included. One provision increases the SBA’s bond guarantee to sureties in its bond guarantee program from 70% to 90%. The second provision requires individual sureties to pledge known and reliable assets to back their bonds, and to relinquish control of those pledged assets to the federal contracting officer. These surety provisions were in legislation in the House and Senate, including S. 1526, a larger construction procurement bill that the entire construction industry supported.

Gov. Dannel P. Malloy is making a pitch for eventual express train service and more frequent stops along the Metro-North Rail Road New Haven Line, saying both will pay off for commuter rail users and highway commuters. The Democrat on Friday released two economic analyses from consultants that show fully utilizing tracks along the commuter rail line into New York City will save time and improve travel reliability. The analyses also say more tracks will boost Connecticut's economy and wages.
Trucking came up a winner when Florida Gov. Rick Scott released his 2016-2017 budget Nov. 23. Under the Republican's proposal for transportation, which must be approved by the Legislature, the Department of Transportation will receive $9.9 billion — $84.87 million less than this year — and the bulk of those billions will be spent on roads."Our Florida First budget ensures Florida will have one of the best and well-maintained transportation systems in the world," [Gov.] Scott said in a statement.

Hillary Rodham Clinton unveiled the first piece of a new jobs agenda on Sunday, promising hundreds of billions of dollars in fresh federal spending in an effort to compete with the liberal economic policies of her primary challengers. Her initial proposal, a $275 billion infrastructure plan, falls short of the $1 trillion pledged by Vermont Sen. Bernie Sanders to rebuild the nation's crumbling bridges, ports, highways and airports. But it marks an effort by Clinton to fulfill her party's desire to use national programs to boost the middle class without alienating independent voters more concerned with increasing the federal deficit.
Moody’s issued an interim report Tuesday expressing approval for a $20 billion financing agreement for the proposed Gateway Hudson River rail tunnel project, a spokesman for the private credit-rating company said. Under the proposal, the federal government, including the Department of Transportation and the Amtrak rail service, would provide half the money and the remaining costs would be shared equally by New York and New Jersey.

Canada’s new Liberal government will no longer require cities and provinces to consider using public-private partnerships when developing infrastructure projects worth C$100 million or more. The waiving of this requirement is intended to make it easy for municipalities to obtain federal funding for such projects and add transparency to the process, said Infrastructure and Communities Minister Amarjeet Sohi. "We feel that is an onerous requirement for municipalities. [They] know better how to build the infrastructure that their communities need. So why impose certain conditions?" he said.
So far, the only high-speed rail construction-related work in Kings County has been surveyors out in the field. But with a contract inked with design-build contractor Dragados-Flatiron in July, local residents could be seeing stepped-up activity in the next six months.

While the state Department of Transportation helped with the project, most of the funding was from federal sources. About 80 percent of the funding for the design was from the federal government, with the other 20 percent from local government. Bridge construction was 100 percent funded by the federal government. New Enterprise Stone and Lime Co. Inc. of New Enterprise is the construction firm the city hired to build the bridge. HNTB Inc. of Harrisburg and McCormick Taylor of Harrisburg prepared the designs, while Gannett Fleming Inc. of Camp Hill prepared final design-build plans. Gannett Fleming was the engineer of record on the design-build team, with partner New Enterprise Stone & Lime Co. as prime contractor.

The facility is being constructed through progressive design-build agreement with Black & Veatch and Overland Contracting, Inc., with CHA Consulting serving as a local design-build representative for the project, said Megan Aubrey, communications coordinator for the BRWA.

One monumental challenge became apparent during review of the existing documentation. A building-information model was developed that showed, in high detail, the relationship of the existing structural elements. The model revealed that the roof configuration shown in the original 1890s drawings didn’t align with the 1950s renovation drawings, and neither layout correlated with on-site investigations.
Designed to offer a variety of steels for energy, power and transportation markets, the new, $1.3 billion Big River Steel mill in Osceola, Ark., will be the world’s first flat-rolled flex mill when it opens in mid-2016. Situated on approximately 1,300 acres, the facility will be able to produce 1.6 million tons of steel per year.
