By Dodie Wellshear, Government Relations Consultant
2014 Legislature closes
The 2014 Legislature wrapped up its business in the wee hours of May 3, in one of the shortest sessions in years. State law allows for a 90-day session and this legislature used only 79 of those. With most of the major issues completed in the regular session, the veto or wrap-up session lasted just over three days!

KAFP-F receives Kansas Health Foundation healthy living grant
The Kansas Health Foundation announced last week that KAFP-Foundation will receive a $58,388 healthy living grant to establish and fund a Family Medicine Tobacco Office Champions project by KAFP. The project's overall goal is to improve Tobacco Prevention/Cessation in physician offices. KAFP-F is one of 22 grantees to receive the funding. Stay tuned for program details and YOUR clinic's opportunity to apply.

The grantees — including universities, nonprofit organizations, state agencies and municipalities — received funding through a competitive application process, with individual grant awards of up to $100,000. Initiatives funded emphasized strategies intended to lead to implementation of policy, systems and environmental interventions with the potential to impact a broad population. Through this type of grant making, the Foundation opens up to Kansans who have the experience, know-how and inspiration to tackle some of the toughest issues facing public health today and provides the funding needed to see their mission accomplished.

A note from Synovim about EHR Upgrades & Meaningful Use
The number of 2014 Certified EHR Systems is growing; however, many practices have not received their 2014 upgrade versions. Beginning this year, regardless of stage of Meaningful Use, you are required to have your 2014 certified version implemented in order to attest to Meaningful Use. Please contact your vendor to inquire about your upgrade status. You will only have until July 1 to submit a hardship exclusion if you experience vendor issues with timely implementation of your upgrade. Contact your Synōvim HIT consultant if you feel you need assistance — email or call 785-273-3031.

CMS launches improved Quality Improvement Program
Beneficiary Protection contractors announced

The Centers for Medicare and Medicaid Services took the agency's first step in restructuring the Quality Improvement Organization Program to improve patient care, health outcomes, and save taxpayer resources.

This first phase of the restructuring will allow two Beneficiary and Family-Centered Care QIO contractors to support the program's case review and monitoring activities separate from the traditional quality improvement activities of the QIOs. CMS has announced the awards for the regionalized Beneficiary and Family Centered Care contracts. Kansas will be contracted to KePRO of Ohio for the contract work currently performed by KFMC, commonly referred to as the beneficiary protection and case review work. Kansas Foundation for Medical Care (KFMC) will not be doing case review work in Kansas anymore. KFMC will continue to work with Kansas physicians on quality improvement.
