While pipeline expansion to bring more natural gas into the Northeast has been difficult for the pipeline and natural gas industry for the past few years, the Federal Energy Regulatory Commission (FERC) has begun to allow such expansions, keeping with the Trump Administration and Congress' policy initiatives to streamline the pipeline permit process.
Federal regulators have overruled the New York State Department of Environmental Conservation's decision to block a $450 million natural gas pipeline from Pennsylvania into the Buffalo, NY area.

The House of Representatives is on its annual August recess and will not resume legislative business until after Labor Day. The Senate is operating under an abbreviated schedule this August for the consideration of nominees and fiscal year 2019 appropriations bills.
ANTICIPATING HOUSE TAKEOVER, SENIOR DEMOCRAT FLOATS CAP & TRADE BILL
Five-term Congressman Paul Tonko (D-NY20) will offer a cap-and-trade bill to cut greenhouse gas (GHG) emissions, according to political news outlet Axios. In a letter to select interest groups, Tonko requested input on how to best structure a cap-and-trade bill and how related federal revenues should be used. Tonko is Ranking Democrat of the environment panel of the House Energy & Commerce Committee and likely to become its Chairman if his party wins the House in November. As such, he would be well positioned to offer cap-and-trade legislation. Unlike a carbon tax, which has some limited support among Republicans, a cap-and-trade bill is unlikely to become law unless Democrats retake both chambers of Congress and the White House.

On June 26, the U.S. EPA released a proposed rule that aims to require 19.88 billion gallons of biofuels to be blended into the U.S. fuel supply in 2019, up from 19.29 billion gallons in 2018. The proposed volume allows for up to 15 billion gallons of corn ethanol.

Their joint statement comes as they meet on energy and other issues with leaders from Eastern Canada.
The five governors say they'll work to encourage energy efficiency this coming winter. They say more hydro, wind and natural gas capacity will help lower rates and boost reliability too.

A combination of delayed pipeline construction and rationing on current pipelines has resulted in more Canadian crude oil being moved by rail. Canada's National Energy Board reported that nearly 200,000 barrels per day moved by rail car in May, which was 42 percent higher than the same month of last year. The International Energy Agency is suggesting that rail shipments in Canada could reach 590,000 barrels per day in 2019, driving freight costs on the product significantly higher.

From liquefied natural gas in Mozambique to deep-oil in Guyana, the world’s biggest energy companies are gearing up to sanction the first slate of mega-projects since the price crash in 2014, Wood Mackenzie Ltd. analysts including Angus Rodger said in a report.

Convenience Store News
Convenience store retail sales appear to be recovering from last year’s unexpected slump, but it’s still too early to predict that c-store industry sales growth will return to its robust, pre-2017 rates. Driven by strong sales in other tobacco products, and rebounding sales gains in the packaged beverages and beer categories, convenience store sales growth appears to be more positive through the first six months of this year, according to the 2018 Convenience Store News Midyear Report Card.
