Mark your calendars — NABE is pleased to invite you to be a part of Bilingual Education: Magic Happens!! NABE's 42nd Annual Conference will be held at the Disney's Coronado Springs Resort, in Lake Buena Vista, Fla., on Feb. 7-9. This event is to bring awareness to the magic behind Bilingual Education. It will be a week filled with educational speakers, exhibitors, sponsors, vendors, music, raffles, prizes, demonstrations, cutting edge presentations of all sorts and so much rich research, best practices in dual language and bilingual education, the new education wave on common core state standards, ESEA flexibility waivers, special interest group research and more.

NABE urging passage of a fair and equitable immigration reform bill by the US Congress
NABE
The National Association for Bilingual Education is extremely proud of President Barack Obama and a bipartisan group of U.S. Senators who have recently come together to publicly express a strong desire to pass an immigration bill. Passage of a comprehensive immigration reform bill would allow close to 12 million of our bilingual and English language learners, who are now living in the shadows, gain legal status. Obama expressed, at a high school setting in Las Vegas, that he is ready to establish a fair and effective immigration system that lives up to our heritage as a nation of laws and a nation of immigrants.

MALDEF secures court victory on behalf of children in Texas school finance case
State of Texas Board of Education
After more than three months of testimony, Travis County District Court Judge John K. Dietz announced his ruling from the bench, holding that the Texas public school finance system is arbitrary, inequitable and inadequate under the Texas Constitution and that low-wealth school districts lack local control over their tax rates. His ruling upholds the claims brought by MALDEF and brings the Texas educational system closer to providing equal educational opportunities for all students, including low-income and English language learner children and those educated in low-property wealth school districts.

States continue progress during 2nd year of Race to the Top

The U.S. Department of Education released state-specific reports for 12 Race to the Top grantees, detailing their progress on transforming education at the local level. The reports highlight the second-year work and accomplishments of states awarded funding through the first two phases of Race to the Top: Delaware, the District of Columbia, Florida, Georgia, Hawaii, Maryland, Massachusetts, New York, North Carolina, Ohio, Rhode Island and Tennessee.

Minnesota superintendent pioneered ELL reforms

Few top-tier school administrators can claim as high a level of intimacy with the education of English language learners as Valeria Silva, the superintendent of the school system in St. Paul, Minn. A native of Chile, Silva, 51, spoke no English when she first came to Minnesota in the late 1980s to help take care of her sister's children for a few months. More than 25 years later, the woman who still calls herself a second language learner and at times consults the dictionary to look up unfamiliar words has risen to lead the state's second-largest district, where 45 percent of the 39,000 students are English learners.

Helpline for Spanish speaking parents bridging barriers

With Florida's Pinellas County's traditionally small Hispanic population on the rise, the school district needed a better way to connect with Spanish speaking parents. The Pinellas County Schools established a helpline for Hispanic parents who don't speak English. In the past, parents were at the mercy of whoever was available when they called — maybe an English for Speakers of Other Languages teacher juggling other duties or an even a student who spoke Spanish.

Arlington Heights School District 25 in Illinois is developing a program that could help — in their native tongue — a growing population of students learning to speak English. State law requires districts to offer some type of bilingual services if a school has 20 or more students who share the same native language.

It was great news for all that the Oakland Zoo in California received $1 million from the San Francisco Foundation. It is the perfect opportunity for the zoo's leadership, including President and CEO Joel Parrott, to invest in providing multilingual signage so that families who are raising multilingual children can teach them about animals, conservation and the environment in their home language, and so that others can also be exposed to the diversity of our communities — and even learn a little Spanish or Cantonese while enjoying a visit to the zoo.

School district grapples with English language learners

The Buffalo Public School District in New York has been grappling with languages issues for decades, with difficulties increasing in the era of high-stakes testing and immigration from the far corners of the world. Albany has been tightening the requirements for when an immigrant has to take the mandated tests. But the state does not take into account that the student has not yet mastered English. They are called English language learners.

How educators are explaining Common Core to students and parents

Indiana students aren't the only ones adjusting to the Common Core, a set of nationally-crafted academic standards adopted by 46 states and the District of Columbia. Their teachers have been tasked with explaining key changes of the new standards not just to students but to parents, too. Translating the Common Core for dual-language classrooms

When it comes to putting the new Common Core Standards into classroom practice, dual language teachers must prepare and adapt their instructional strategies to teach the more-rigorous common standards in language arts and mathematics not only in English, but in a second language. Language skills at 1 year predicted by brain structure in infancy

Using a brain-imaging technique that examines the entire infant brain, researchers have found that the anatomy of certain brain areas — the hippocampus and cerebellum — can predict children's language abilities at 1 year of age. The University of Washington study is the first to associate these brain structures with future language skills. The results are published in the journal Brain and Language.

California teacher opens French immersion school

In a small classroom in Signal Hill, Calif., French teacher Chantal Harzig reviews the colors of the rainbow with a handful of preschoolers. "Rouge, bleu, violet," she says, as the children eagerly repeat. "They catch on so fast at this age," said Harzig, a former Long Beach Unified French teacher. While Spanish may seem like the most practical foreign language to learn in Southern California, Harzig said she's seen a growing number of parents seeking out French lessons for their children.

Miami-Dade schoolchildren get iPads for language learning

Hundreds of Miami-Dade County public school students now have a new tool for success. Superintendent Alberto Carvalho, at Nova Southeastern University in North Miami Beach, presented 450 students this week with iPads that were purchased with grant dollars from a program designed to help students learn English. "This is 21st century education, leveraging digital content with good minds at work we are taking advantage of the way kids learn today, exciting them into language acquisitions," Carvalho said.

The retirement in two years of the most powerful lawmaker in Congress when it comes to education policy and funding — U.S. Senator Tom Harkin — will create a major leadership turnover on everything from the future of the Elementary and Secondary Education Act to special education issues, which the Iowa Democrat has championed for decades. Harkin sits at the top of both the Senate Health, Education, Labor and Pensions Committee — which oversees education legislation — and the Senate appropriations subcommittee that deals with K-12 funding.
