Superintendent: Los Angeles Unified improves English learner outcomes
Education Week
English learners in Los Angeles Unified posted important academic gains in 2012-2013 that Superintendent John Deasy said point to an upward trajectory for a huge group of students that have had a history of languishing in the nation's second largest school system. In a recent memo written to staff members that was published at LA School Report, Deasy wrote that the district's English learners increased their proficiency rates on one of the district's English/language arts periodic assessments at a faster clip than all students. As a group, elementary ELLs posted a 13-point gain in ELA proficiency rates, up to 38 percent this year over 25 percent last year, according to the memo.

Education reform bills pour out of Congress
The Hill
Members of the House and Senate introduced several education-related bills, including a Senate proposal to reauthorize and amend the No Child Left Behind Act. Sen. Tom Harkin, D-Iowa, who sponsored that bill with other Democrats, said the goal of the bill is to codify some of the flexibilities that the Department of Education has given to states as they try to meet NCLB standards. "We ask for a system of shared responsibility with States and school districts," Harkin said of his bill, S. 1094. "I believe that we are entering an era in which the federal government can work in partnership with States to improve our nation's schools, while continuing to provide a backstop to avoid returning to old ways."

US senator delivers remarks in Spanish on immigration bill
Education Week
Tim Kaine, a Virginia Democrat who favors the bipartisan immigration reform bill, gave a speech on the floor of the U.S. Senate earlier today entirely in Spanish. In voicing his support for the comprehensive immigration reform bill crafted by a bipartisan group of senators, Kaine, a former governor of Virginia, probably made history by being the first senator in recent times to deliver an entire speech in a language other than English on the Senate floor, according to The Washington Post.

Using sentence frames, sentence starters and signal words to improve language

For students to be college- and career-ready, they must gain academic language proficiency. Academic language is much more than just the vocabulary of the subject area being taught. To help students at all language proficiency levels incorporate higher levels of academic language into their speech and writing, teachers can incorporate the use of sentence frames, sentence starters and signal words with students at a variety of proficiency levels.

Hispanics now majority in Texas public schools, districts assess if they are ready for change

Latinos are now the largest ethnic group in Texas public schools, surpassing non-Hispanic whites in Lone Star State enrollment for the first time in history. The dramatic change, though, has not been without major pressures on the already financially stressed school systems throughout the state, which ranks 48th in per-student spending. Many of those Latino students are from poor families — including recent immigrants — with major repercussions in classrooms.

Bilingual preschool program proves popular

The first-ever Erlanger-Elsmere Bilingual Preschool Summer Program kicks off at Arnett Elementary in Ohio, and has already garnered a huge response from the community. The program will focus on children who are not proficient in the English language and prepare them for academic life by building confidence and encouraging interaction with other children. Emely Mejia is an English language learners para educator and will be teaching the program this summer throughout the month of July.

Governors, state education chiefs discuss improving child literacy

Governors and education chiefs from nine states said Tuesday that a focus on early-childhood education, the changing dynamic of families and supporting low-income students could help improve literacy across the country. Discussing the nation's literacy crisis at a Washington Post policy forum in the District, the panel of political and education leaders said states need to do more to help children learn to read by the third grade, a key educational milestone at which children shift to "reading to learn." Those who can't read proficiently by third grade are more likely to struggle in later grades.

Report: Florida's Hispanic students graduate at greatest rate in country
The Miami Herald
Florida schools are graduating far more students than they did a decade ago, and the state's Hispanic students earn diplomas at the greatest clip in the nation, according to a national study released. The latest version of Diplomas Count, an annual review of the country's graduation rates and trends by Education Week magazine, shows that 72.9 percent of Florida's students graduate high school with a diploma compared to 49.9 percent 10 years earlier. The increase was the second greatest in the nation.
