Peter & Linda Lawrence offer scholarship for NAPT Annual Summit
Long-time member Peter Lawrence, Director of Transportation for the Fairport (NY) Public Schools, and his wife Linda, are again offering a scholarship that will help four school bus driver trainers attend the NAPT Annual Summit this year.
This scholarship will cover the registration fee of NAPT's 2014 Annual Summit, which takes place November 8 through November 11, 2014 in Kansas City, Kansas. Download the application today.
Peter and Linda Lawrence Training Scholarships will be awarded to school bus driver trainers or front line supervisors who work for a school district or private school bus company and train transportation staff either full or part-time. Candidates must have held an industry position for at least three years. Please note: this award defrays the cost of registration only — winners are responsible for all other associated costs.
Applicants must submit a cover letter that contains a brief statement of financial need and two letters of recommendation. The letters of recommendation must be from the applicant's immediate supervisor and/or school district or company administrator. The letter should detail how the candidate's professional capabilities and personal integrity justify receiving the scholarship. A description of why s/he would like to receive the scholarship, what s/he hopes to achieve by attending, and how the training will further enhance the candidate's effectiveness as a trainer, is also required.

The deadline to submit an application for the NAPT conference is September 12, 2014. A formal announcement declaring the winners will be made on September 19, 2014.

NAPT Board nominations due
During NAPT's Annual Summit this November, elections will be held for directors of Region 2 and Region 4. These positions are currently held by Barry Sudduth, CDPT (Region 2 — Stafford County Public Schools, Virginia) and Kenny Mulder, CDPT (Region 4 — Special School District, Missouri). Pursuant to the Article IV, Section 4.21 of the NAPT By-laws: "Any person who wishes to be a candidate for…regional director must be an active individual member as defined in Section 2.11 (1) and have completed two years as a member in good standing before he/she becomes eligible to run for the Board of Directors."
ABSENTEE BALLOT REQUESTS — Any NAPT member seeking to vote by absentee ballot must send a written request for a ballot to NAPT headquarters. All requests must be received no later than the close of business on Friday, Sept. 26.
- Anyone interested in running for one of these positions must be nominated by a minimum of two active individual members from their particular Region of the association.
- Regional directors are selected by vote of only those active members whose mailing address is within that specific region.
ABSENTEE BALLOTS MAILED TO VOTERS — Official absentee ballots will be mailed to all eligible voters no later than Friday, Oct. 10.
ABSENTEE BALLOT RETURN — All absentee ballots must be received at NAPT headquarters no later than Friday, Oct. 31.
Election Day is Tuesday, Nov. 11. Elections will be held in Kansas City, MO on the Trade Show floor from 10am – 12pm.

NAPT Partners with The School Bus Safety Company on Training Program
The School Bus Safety Company (SBSC) and the National Association for Pupil Transportation (NAPT) announced today they have just completed the development of a training program — Safe Practices for Downed Power Lines.
Many times each year, a school bus is involved in accidents involving power lines falling onto the bus. This could create a disastrous situation. On the July 22, 2014, it was reported that a school bus in Oak Bay, British Columbia became entangled in power lines. The driver led the students off the bus. This was very dangerous. Had the wire stayed live (which can happen), exiting the bus the wrong way would have led to fatalities. The driver lacked training for the situation.
SBSC and NAPT have worked with experts from the power industry to create a training program for the drivers and for the students. "We all agree that being prepared for such a catastrophe will help prevent it. The drivers need to know what to do and how to do it if they face such a situation," commented Jeff Cassell, President of SBSC.
"Few, if any, school districts address this important issue. After studying the potential for such a tragedy and asking our members if they address this, we saw a huge need for this program," said Mike Martin, Executive Director for NAPT.
These programs address the myths about power lines. They make sure both the drivers and the students understand when they can safely exit the bus. The programs explain what to do when a bus is involved with power lines and how to safely exit the bus if they have to when they are unsure if the line is active or not.
Cassell explained, "Overhead lines carry high voltages. These can be 30,000, 60,000 and in some cases as high as one million volts. The power companies are very concerned that if such a line is touching a bus and the breaker has not activated, untrained school bus drivers will take actions that they think are correct, but could result in a tragedy."
Exiting the bus when power lines are involved is completely different from how students are taught to perform emergency evacuations in all other situations. Assistance should not be provided under any circumstance. The student should keep feet together and bunny hop away.

Back to school: Keeping kids safe on school buses
School is just around the corner. How will your kids come and go? Cincinnati Children's Hospital Medical Center wants you to ensure your kids are safe, especially if they will be riding the school bus. According to the National Highway Traffic and Safety Administration, there was an average of 137 fatalities related to school transportation between the years 2001 and 2010. But don't let the statistics frighten you. School buses are made with safety in mind. Per the American School Bus Council, they are tougher, cleaner and more diligently maintained than ever before. Large school buses are heavier and distribute crash forces differently than do passenger cars and light trucks.
School bus drivers learn they have only seconds to evacuate if there's a fire aboard
Fire officials say statistics show there are at least six fires on school buses or motorcoaches everyday across the country. Recently, bus drivers in Madison, Alabama, went to class to learn what to do if their bus should fill with smoke. They learned they have only seconds to do the right thing. At the Madison School Transportation Center, adults scrambled to get out of blackout conditions due to heavy smoke inside a school bus.
District aims to get parents on board with new bus code of conduct

Danville Public Schools in Virgina has launched a new conduct policy for its school bus riders that seeks to better inform and involve parents. Development of the new code of conduct took seven months. Adkins reviewed policies from other school districts across the country, and he sought input from a wide variety of stakeholders, including school bus drivers, teachers, school administrators, parents and school board members.
Can school bus transportation be reduced?
Massachusetts' Worcester Public School's Standing Committee on Finance and Operations, at the suggestion of the city council, met jointly with the City Council Education Committee recently to discuss "Student Transportation Services Effectiveness and Efficiency Assessment." The city council requested the report because of what it called ongoing increases in non-education spending, of which transportation spending is the biggest expense.

But there are several simple ways to prevent school bus-related catastrophes, Dawne Gardner, injury prevention coordinator at Cincinnati Children's Hospital Medical Center's Comprehensive Children's Injury Center, said in a medical center news release.

Also called educational vouchers, these are basically certificates issued by state governments that allow parents to take their child's portion of per-pupil spending and reallocate the funds to private schools instead of the public school in their assigned school districts.
