New Thermostat Disposal Law Signed by IL Governor

Recently Governor Bruce Rauner (R-IL) signed into law Public Act 99-122. This law clarifies the thermostat removal and recycling provisions of the Mercury Thermostat Collection Act by explicitly stating that beginning January 1, 2016, commercial buildings cannot be demolished unless all mercury thermostats have been removed from the building and the contractor has arranged to deliver them to an approved collection site. Collection sites can be found at http://www.thermostat-recycle.org/ and there is a zip code search feature on the top right corner of the page.

Global residential construction to see +3 percent growth
International Construction
Global residential construction is expected to grow at an average of +3 percent a year between now and 2019, according to a new study by Freedonia Group. The market is expected to reach 62.6 million housing units per year by 2019, from 54.0 million in 2014. The forecasting company said that while global population growth is expected to decelerate, declines in average household size will still allow the number of households in the world to increase +1.6 percent per year, boosting demand for new housing.

Historic Louisville Water Company buildings to be dismantled, placed in storage

Portions of downtown Louisville's historic Water Company buildings will be dismantled and placed in storage, Mayor Greg Fischer wrote in a letter to the citizens of Louisville. Fischer said the most architecturally significant portions of the 1910 and 1914 buildings — the facade, portico and a portion of the side walls — will be carefully removed from their Third Street location to make room for the new Omni Hotel development. The Omni will be located on an underdeveloped block bounded by Second Street, Liberty Street, Third Street and Muhammad Ali Boulevard.

Proposed recycling fee will not move forward in Colorado city
Recycling Today
According to a Coloradoan report, a proposal allowing Fort Collins, Colorado, trash haulers to charge a temporary fee intended to offset the cost of handling recyclables likely will not progress. City staffers say they will not present the proposal to city council. Fort Collins company Gallegos Sanitation Inc. (GSI) requested permission to charge the temporary fee because of escalating cost associated with handling glass, paper and cardboard. A city ordinance currently requires haulers to provide single-stream recycling to residents for free.

Construction contracts: It's better to be friendly, fair

When desired, construction contracts can be used to carve out legal positions, limit rights, and require burdensome and difficult actions. Generally speaking, parties at the top of the contracting chain have more leverage, and can use their contracts to shift financial risk down the contracting chain. Despite the ability to shift this financial risk, and the real and worthwhile desire of all companies to protect themselves, it makes more sense over the long run, and in terms of building repeatable and lucrative relationships, to contract fairly.

Postal Service agrees to sell, not demolish, downtown building

In an abrupt about-face, the United States Postal Service (USPS) announced it won’t pursue demolition of the historic Franklin Station Post Office in downtown Napa, California. Instead, the federal agency plans to sell the quake-damaged building to a buyer who can repair the structure and preserve its architectural integrity. A public notice of the intent to sell was posted on all postal properties in the city.
