Commentary: The most important insurance stories of 2013

A year-end top-10 list is a requirement for any publication. We have 12. These are the stories that got the most readership during 2013. It's not likely much of a surprise that eight of the 12 are on Patient Protection and Affordable Care Act — AKA the Affordable Care Act — AKA Obamacare. It simply is the most important insurance story of the year.

Another Obamacare requirement delay

July 18, 2013: A couple of weeks ago, the Obama administration stirred a huge controversy by postponing the employer mandate. A few days later, another requirement was also rolled back. The exchanges that will operate in each state will not be required to verify the income and coverage status of those enrolling in the program. To get government subsidization for health insurance, individuals must — under the law — provide proof of income that must be between 100 and 400 percent of the federal poverty level. Those same individuals must also not have access to insurance from their employer.

Is this the dawn of a potentially catastrophic insurance bubble?

Sept. 5, 2013: Lloyds of London chairman John Nelson recently issued an eerie warning: The huge amounts of money flowing into the insurance industry right now, "on a scale not seen before," he suggested, could pose a systemic risk to the financial system. "We all vividly remember the systemic problems that arose in the banking industry, where capital became detached from the underlying transaction of risk," Nelson said. "The insurance industry must avoid these traps." So is this the dawn of a — potentially catastrophic — insurance bubble?

Questionable claims are increasing

May 22, 2013: When Legislatures are in session, worries about legislators grow while trying to pass bad faith bills. This year it's happening in Oregon, where a couple of challenging bills are working their way through the Legislature. PIA Oregon/Idaho representatives feel fairly confident they can — and will — be stopped.

PIA National leads charge for navigator standards

June 19, 2013: An intensive lobbying effort by PIA National has resulted in 33 members of Congress sending a letter to Health and Human Services Secretary Kathleen Sebelius. The letter pressed her on standards for health care navigators who will be helping people buy insurance in the soon to be operational Obamacare insurance exchanges.

Obamacare exchanges: 2 stories — Washington and Oregon

Oct. 2, 2013: One of the hottest insurance topics is Obamacare and the start up of the insurance exchanges where individuals and businesses can now sign up an purchase health insurance plans. The annual PIA Oregon/Idaho and Washington/Alaska K-Klub summit was held recently in Vancouver, Wash. At the meeting, a considerable amount of time was spent on Obamacare and its impact on insurance, the insurance industry and on consumers.

Will uninsured with pre-existing conditions participate in Obamacare?

Aug. 14, 2013: InsuranceQuotes.com had Princeton Survey Research Associates International do a survey on those with pre-existing conditions. The company wanted to know if they were going to purchase health insurance in January as required by the Patient Protection and Affordable Care Act. Most — 70 percent — haven't decided.

Polls on the shutdown: Give us a new Congress

Oct. 16, 2013: By the time you read this our hope is that Congress and the administration have come to some sort of deal to avoid U.S. government default, have settled the shutdown and restarted the federal government. There is a deal in the works and it looks like it will be acceptable to all involved, but you never know about these things. The polls say the people want this done.

June 26, 2013: The polls say people still oppose the Patient Protection and Affordable Care Act — aka the Affordable Care Act, the ACA and Obamacare. Opposition is 55 to 40 percent, said a recent Fox News poll. Other polls have similar numbers. Still other polls say quite a few of us have no clue what to do when October rolls around and the health insurance exchanges open in all 50 states — if they open on time but more on confusion over the exchanges in a bit.

Nov. 20, 2013: President Barack Obama announced that as many as 5 million people losing their insurance policies because of ObamaCare regulations can now keep them. He's trying to fix his promise by letting people keep their health insurance plans if they like them. And he's doing it without legislation. Congress has ideas of its own on how to fix this and one plan has passed the House and another is being considered in the Senate.
