How CMS' 2015 payment proposals will affect hospitals, physicians: 5 things to know from Moody's

CMS recently released proposed Medicare reimbursement rates for 2015 will likely have a largely positive impact on healthcare providers, according to a report from Moody's Investors Service. Most providers will see a "relatively modest" increase in Medicare payments in calendar year 2015 under the proposed rules, according to Moody's. The following are five things to know about how the reimbursement rates will affect acute-care hospitals and physicians.

"Before you start modeling, there are a lot of decisions you have to make," said Judith Belt, corporate director of strategic planning at Emory Healthcare, the Atlanta hospital system with $2.6 billion in annual net revenues. Study: Health IT critical to success of ACOs

Strong leadership, reliable healthcare coordination, and first-rate information technology are key for academic medical centers seeking to establish successful accountable care organizations, according to a Johns Hopkins Medicine study published in the journal Academic Medicine. The study looks at the nation's first 253 Medicare ACOs, paying particular attention to the 20 percent established at academic medical centers (AMCs). While the first wave of ACOs are generating data, there isn't yet a road map for AMC/ACO success, the study states. Using lessons learned from the nation's first ACOs, researchers identify the key areas that academic institutions must address when establishing new ACOs.

Medicare floats outpatient quality policy, overpayment appeals

Medicare regulators are updating hospital outpatient and ambulatory surgery center payments for next year, and also outlining a potential remedy to private Medicare overpayments. The Centers for Medicare & Medicaid Services is proposing a 2.1 percent increase for outpatient payments and a 1.2 percent increase for ambulatory payments, as long as both entities submit quality data.

Hospitals face the decision of leasing or buying equipment on a regular basis. Ultimately, whether to lease or buy comes down to a hospital’s objectives. "We lease very little; we prefer to purchase it, flat out," said Harold Richards, system director of materials management at Edward-Elmhurst Healthcare in Elmhurst, Illinois. The biggest reason for the purchasing over leasing decision is cost, especially the interest rates associated with leasing. But, there is an upside to leasing equipment, noted Gregg Stepp, director of materials management at Deaconess Hospital in Oklahoma City, and that’s freeing up capital. "In my book, it's a matter of having the capital but not wanting to spend it on whatever the equipment is."

63 percent of practice management software purchases are replacements

EHRs aren't the only piece of health IT getting a makeover in a large number of healthcare organizations: providers are currently ripping out and replacing practice management and revenue cycle management software in a bid to modernize their infrastructure and meet the challenges of ICD-10, accountable care, and compliance with other regulatory initiatives, including meaningful use. According to a new survey by Software Advice, 63 percent of providers looking to purchase PM or RCM products are replacing a current package, while first-time buyers are focused on efficiency and integration with their EHRs.
