Final HPID rule eyes standardization for HIPAA transactions

HHS Secretary Kathleen Sebelius recently announced a final rule establishing a health plan identifier, that officials say will boost standardization within HIPAA transactions and increase the efficiency of health billing processes. The final rule, established by the Office of E-Health Standards and Services, also includes a data element that functions as an "other identity" identifier, which is designated for non-health related entities or individuals that still need to be identified for standard transactions. The American Hospital Association is urging the Federal Communications Commission to simplify the application and reporting requirements for its Rural Health Care Pilot Program to make it more accessible to small hospitals. Earlier this month, the FCC declared the $415 million broadband pilot, launched in 2006, a success. It said it improved the quality and reduced the cost of delivering healthcare in rural areas through telehealth, increased revenue for rural clinics and hospitals, and allowed exchange of electronic health records and training of rural medical personnel. Worries about the security of personal information continue to blunt public acceptance of electronic health record systems now used by more than half of the nation's office-based physicians, according to a survey conducted by Harris Interactive for Xerox. Overall, the percentage of Americans with some kind of EHR anxiety rose from 83 to 85 percent over the past two years. More
