  • The Office of Children, Youth and Families is requesting assistance in a very important outreach initiative
The Office of Children, Youth and Families
On March 23, 2010, President Barack Obama signed the Patient Protection and Affordable Care Act in order to expand healthcare coverage, control healthcare costs and improve the healthcare delivery system. Under the ACA, youth who were in Pennsylvania's or another state's foster care system and enrolled in Medical Assistance at any time on or after their 18th birthday are eligible for MA coverage until age 26, regardless of income. This helps to ensure that those who have aged out of foster care receive uninterrupted healthcare coverage. It also parallels the provision available to many young adults who are able to remain covered by their parent’s or guardian’s health insurance until age 26.

OCYF is reviving our outreach efforts, and we believe that you could be an important partner in this initiative. Our goal is to educate and provide information and resources to employees and stakeholders who come into contact with former foster youth who may be eligible for MA.

How can you help? Please forward this information to any of your staff or stakeholders who may come into contact with individuals who were previously in foster care so they may share information regarding potential eligibility. Attached is a Frequently Asked Questions document for your staff and stakeholders, as well as a letter and flyer that provide former foster youth with information about eligibility and how to apply. Additionally, if you haven’t already received them, we would like to provide you with posters and flyers that can be displayed in public facilities.

Please contact OCYF at 717-787-4756 if you have additional questions, or would like posters and/or flyers. We look forward to hearing from you and greatly appreciate your assistance in this important mission.

Budget deal includes proposed cuts to Medicare payments
    Modern Healthcare
A two-year $80 billion federal budget deal would include continuing sequester spending cuts and limit future payment rates for hospitals that set up or buy off-campus facilities, a healthcare lobbyist said. The deal, not yet finalized, would also reportedly raise the federal borrowing limit and prevent a looming spike in premiums for about 30 percent of Medicare Part B beneficiaries.

Nearly 1,000,000 ICD-10 claims were successfully processed the first time around within the first three weeks of October, confirms a press release from the Advanced Data Systems Corporation. Now that ICD-10 is here, it has basically shown itself to be a non-event for our clients, which is excellent," states David Barzillai, ADS President.

Deluxe treatment for the rich and famous hurts patients — and hospitals
    FierceHealthcare
Hospitals that use resources to provide VIP treatment for a select few patients create more harm than good, a doctor argues in an opinion piece for The New York Times. Although there's probably no direct harm to patients who aren't among the select few who receive VIP treatment such as deluxe rooms and better food, they also aren't able to benefit from amenities like nice window views or more sunlight that help patients recover more quickly and use less pain medication, Shoa L. Clark, M.D., a resident at Brigham and Women's Hospital and Boston Children's Hospital, contends in the piece.
