Shuster wants 'transformational' FAA funding bill
The Hill
House Transportation and Infrastructure Committee Chairman Rep. Bill Shuster, R-Pennsylvania, said that the next Federal Aviation Administration funding bill that is approved by Congress should be “transformational.” The $63 billion bill that was passed for the agency in 2012 is currently set to expire in September 2015. Shuster said at an event presented by The Hill and sponsored by Airlines For America that major changes should be made to the way the aviation regulatory agency operates before another round of funding is approved next year.

ACC Institute webinar tells the story behind cuts in small community air service

An ACC webinar held this week highlighted some challenges faced by communities in securing and retaining air service. Between 2009 and 2014, all of the FAA’s eight regions experienced reductions in the frequency of flights (the exception being Alaska) while load factors currently average 76 percent, according to data provided by John Grant, executive vice president of OAG. Jeffery Hartz of Mead & Hunt’s Air Service practice provided an overview of factors affecting air service to smaller communities, including the role of the Essential Air Service program, the alarming rate of pilot retirements and the overall upheaval in the regional air carrier market. Roger Cohen, President of the Regional Airline Association, outlined the issue from the regional carrier perspective. RAA member airlines were especially hard hit by the changes to Federal Aviation Regulations Part 117, which required pilots to have substantially more training hours as well as additional minimum rest in their work day. The confluence of these developments, along with airline consolidations and shifts in aircraft sizes, could put many small and medium size communities at risk of losing service. The webinar also covered examples of communities that have been able to increase service could despite these conditions, and efforts to address the pilot shortage such as RAA’s Take Flight Tomorrow coalition to raise awareness and work towards effective and safe changes. ACC will continue to track this issue and provide additional information as it becomes available.
