ACC Update on FY 2015 appropriations
An ACC Legislative Alert informed members of the latest Continuing Resolution (CR) passed by Congress. With no FY 2015 spending bills signed into law, the CR will keep federal agencies running through December 11, 2014 at FY 2014 levels. The results of the November elections could impact the future direction of the appropriations process and whether Congress will ultimately pass a large omnibus FY 2015 spending bill or, potentially, another short-term CR. ACC and its Security Manufacturers Coalition (SMC) are collecting testimonials on the impacts should there be multiple CRs this coming fiscal year. Parsons Brinckerhoff selected for runway project at Topeka Regional Airport
The Metropolitan Topeka Airport Authority (MTAA) has selected Parsons Brinckerhoff for design and construction oversight of the reconstruction of Runway 13-31 at Topeka Regional Airport. Runway 13-31 is the airport’s primary runway, and is also used by the Kansas Air National Guard 190th Air Refueling Wing, which is based at the airport.

FAA publishes final version of Advisory Circular 150/5100-14E Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects
This AC provides guidance for airport sponsors in the selection and engagement of architectural, engineering, and planning consultants. It also discusses services that normally would be included in an airport grant project, types of contracts for these services, contract format and provisions, and guidelines for determining the reasonableness of consultant fees. Please see the Principal Changes paragraph for a list of major changes from the last version of this AC. ACC and its members reviewed the draft version of this document and provided recommended updates to the FAA in June.
