Biofuels Blamed for Philadelphia Refinery's Bankruptcy

The biggest refinery on the East Coast, responsible for about a quarter of fuel-refining capacity in the region, filed for Chapter 11 in late January. The CEO of its parent company, Philadelphia Energy Solutions, blamed it on the need to spend $832 million dollar since 2012 on “compliance credits” from the U.S. Environmental Protection Agency (EPA), created to enforce ethanol quotas on blended fuels. Philadelphia Refinery manufactured fuel rather than blending it, so they had to pay the EPA what amounts to a penalty for not using ethanol. ASA Supports NIST Plumbing Research Act

The ASA along with 22 other plumbing and mechanical organizations submitted a letter of support for the adoption of the NIST Plumbing Research Act of 2018. Representative Matt Cartwright (D-PA) has submitted Hr-301 for consideration in the House and Senator Tammy Duckworth (D-IL) is preparing a companion bill for consideration in the Senate. ASA is in support of the proposed legislation due to the potential impact it would have for funding needed for practical, demand-side water research that can immediately inform actions that states, and cities are taking to conserve vital water resources. As water reuse continues to grow, it is imperative that the United States address critical gaps in the understanding of health impacts of human exposure to constituents in reclaimed water. ASA members are encouraged to submit letters of support to your state representatives for the proposed Act.

ASA is Your Voice — Proposed Standards Actions Under Review

The ASA Advocacy Group is devoted to ensuring ASA membership is aware of and provided the opportunity to comment on proposed new standards or revisions to standards impacting the plumbing, HVAC and industrial PVF marketplace. One way to accomplish our mission is to provide a weekly list of proposed standards activities that are out in the committee balloting phase or public review phase of the process. When possible, we provide the actual proposed text under consideration and when not yet available to the public, a summary of the proposed changes is provided.

ASA members are encouraged to become directly engaged in standards and codes activities through direct participation in the committee process but realizing this is not always possible, ASA is committee to representing the industry early on in the process. We are your voice, so please, take the time to review the weekly activities updates and when you have concerns, send those concerns to Jim Kendzel, VP Advocacy, so he can ensure your voice is heard (jkendzel@asa.net).
