ASA Appointed to the IAPMO Water Efficiency and Sanitation Standard

The IAPMO Executive Committee has appointed Hugo Aguilar to represent ASA on the Water Efficiency and Sanitation Standard (WE•Stand) Technical Committee. The purpose of the WE•Stand is to provide minimum requirements to optimize water use practices attributed to the built environment while maintaining protection of the public health, safety and welfare. The need for this standard is in recognition that with increasing demand, constrained infrastructure and supplies, climate change, and pervasive droughts globally, there is a critical need to reduce water consumption attributed to the built environment through conservation and reuse. With this come increased risks to public health, safety, and building systems performance. This American National Standard would provide minimum requirements that optimize built environment water use practices and corresponding provisions that maintain protection to public health, safety, and welfare.

The Congressional Review Act: A Chance for Relief?

Sixty days seems like a short time. It’s really just two months, or 16%, of an entire year. But 60 legislative days is an entirely different story. When Congress returns to Washington on Monday evenings and often departs on Thursday afternoons, it could take a long time to achieve. Signed into law in 1996 by President Clinton, the Congressional Review Act (CRA) enables Congress to review and override major regulations enacted by federal agencies within 60 legislative days. In the Senate, the vote would not be subject to filibuster (60 vote threshold).

Why We Desperately Need to Bring Back Vocational Training in Schools
It is true that earnings studies show college graduates earn more over a lifetime than high school graduates. However, these studies have some weaknesses. For example, over 53% of recent college graduates are unemployed or under-employed. And income for college graduates varies widely by major – philosophy graduates don’t nearly earn what business studies graduates do. Finally, earnings studies compare college graduates to all high school graduates. But the subset of high school students who graduate with vocational training – those who go into well-paying, skilled jobs – the picture for non-college graduates looks much rosier.

Trump and the Republican-controlled Congress starting in January, thanks to a little-used law that dates back to 1996. And it comes with a scorched-earth kicker: If the law is used to strike down a rule, the federal agency that issued it is barred from enacting similar regulation again in the future
