In 2009, the 14 million cars scrapped exceeded the 10 million new cars sold, shrinking the U.S. fleet by 4 million, or nearly 2 percent in one year. Automakers recalled 16.4 million vehicles in 2009 — the highest annual tally since 2005 — the government said. That's almost 6 million vehicles more than the 2008 tally. The National Highway Traffic Safety Administration (NHTSA) said Toyota Motor Corp. led the way with 4.87 million vehicles recalled in nine campaigns — the first time the Japanese automaker has led the industry in total recalls. Missouri State Sen. Wes Shoemyer has introduced a bill seeking to establish a state board of auto body repair and to require that auto body shops and damage appraisers be licensed by the state. If passed, the bill (S.B. 709) would require the governor to appoint members of the state board of auto body repair. The board would set licensing requirements for all state collision repair shops and appraisers. More

General Motors, Ford and Chrysler had complained in recent weeks that Japan was unfairly limiting its program to boost sales of fuel-efficient vehicles to models made only within that country.
