Disconnects in the distracted-driving blame game

Drivers today are similarly attached to their cellphones and in-car technology. But unlike the drivers of the 1930s, they're conflicted over efforts to regulate them. While a survey by the AAA Foundation for Traffic Safety found 94 percent of drivers consider texting while driving "a serious threat" and 87 percent favor texting bans, more than a third admitted reading a text or email while driving in the past month. The consensus among car critics is that the European-inspired Focus gets kudos for its sporty handling, supple and controlled ride and excellent steering feel along with a stylish interior that's loaded with upscale amenities and advanced electronics. At 31 mpg combined city and highway driving, it's also fairly fuel-efficient. But it's not perfect: a quirky automatic transmission and cramped rear seat were common complaints. Still, sales of the Focus were up 12.5 percent in April, showing consumers like it too. More



EPA continues to stall stormwater rule

The U.S. Environmental Protection Agency (EPA) has delayed action for a stormwater rule, as a group pushes cost-benefit changes to the rule. The EPA is looking to get a fifth extension to its deadline for a federal regulation to curb stormwater runoff at developed locations. A nonpartisan think tank has suggested the EPA make changes to an analysis of the rule’s costs and benefits that the EPA is trying to complete. The EPA was supposed to issue the rule by April 27, but the agency is now hoping for a May 2012 publishing date in the Federal Register. More
