General Assembly update — Budget agreement elusive
Both houses of the Illinois General Assembly adjourned late in the afternoon on May 31, the officially-scheduled adjournment date for the spring session. The legislature is expected, however, to remain in what the legislative leaders are calling "continuous session" throughout the summer. The House reconvened on June 4 and took up several Democratic amendments to Workers Comp legislation (House Bill 1287 — see below); the Republicans voted against all of these amendments. Both the House and the Senate met on June 9 to debate a statewide freeze on local property taxes; again, votes were divided along partisan lines. Both houses have scheduled sessions for all Tuesdays in June.
CAA launches newly redesigned mobile-friendly website
Take a look at the new caapts.org which features fast navigation and smooth registration for events. The site is responsive to the type of device being used for access: smartphone, tablet or PC. Members should have received an email yesterday with new log in credentials, enabling access to members only pricing, the online Owner/Management Company directory and their personal portal. If you did not receive your login, email Joe at the office and he will send them to you.
CAMME judges needed
The CAMME Awards Committee is still looking for volunteers from management companies (at level of property manager/maintenance supervisor or higher) to judge the 2015 awards. Please fill out and submit your judging form (available here) by Friday, June 26 at the latest.

Capitol update: Hope looms for our political system

I have a secret. As a tolerant reader of this column, I consider you part of the circle of trust, so I'll take the leap and share. Here goes ... I'm beginning to think there may be hope for our political system.
As you recover from your shock at such statements of folly, you will recall the many times in my monthly missive where I have lamented the sorry state of affairs in the halls of Congress.
Median rent prices for Chicago apartments remain steady
Thanks to the flood of new rental projects from developers, thousands of new luxury apartments are well on their way to the greater downtown area — potentially causing a dramatic fluctuation in the Chicago's median rental rates. However, Chicago's rental market appears to be pretty darn stable when compared to other, more expensive cities like New York and San Francisco.

There is no shortage of luxury apartments in Chicago's lively multifamily market. Investors are fighting over quality available space in the bustling metro, with many developers shifting their focus towards the suburbs. Close to 2,300 units are expected for delivery in suburban Chicago over the course of 2015, with an additional 6,131 in the planning stages.
Chicago part of deal for 4,200 rental homes

Cerberus Capital Management is buying about 4,200 U.S. houses in Chicago and several other places, expanding its foray into home rentals in the industry's largest bulk purchase. The investment firm plans to acquire the properties from BLT Homes, a rental company owned by closely held Building & Land Technology, according to three people with knowledge of the transaction. The houses are mostly in Midwest cities such as Indianapolis and Chicago, as well as in Florida, said the people, who asked not to be named because the deal is private.
