Maximizing Project Success – A New Guide for Owners

Those of us who work in the design and construction industry have a good idea of what drives a successful project. In short, we see a successful project as one that finishes on time and within the budget. Common sense dictates that the chances of achieving those results increase with team integration and cohesion. If the project owner, design team and construction team are all on the same page, regardless of project delivery method, the owner (and the other members of the team) will likely be more pleased with the outcome. Earlier this year, the Charles Pankow Foundation and the Construction Industry Institute sponsored a study in maximizing team integration. The study, entitled “Maximizing Success in Integrated Projects: An Owner’s Guide,” is available for free. The study is based on findings related to 204 capital projects completed between 2008 and 2014.

Three-Month Highway Trust Fund Patch to Pass Before Week's End

Senate Majority Leader Mitch McConnell (R-Ky.) on Tuesday signaled the Senate will take up the House’s three-month highway bill. “We'll see when we get it, and we'll see how quickly we can take it up,” he told reporters in response to a question about when the measure would get a vote in the Senate. House Republicans earlier on Tuesday said they would pass the short-term extension and then leave Washington for the August recess on Wednesday. The Senate is continuing its work on a six-year funding bill, which the House has shown little interest in taking up.

Delaware Expands Design-Build Authority
Governor Jack Markell (D) signed into law HB 169 last week expanding design-build authority for Transportation Trust Fund projects. The bill, sponsored by Representative Edward Osienski (D) and several others, had broad public support, garnering unanimous support in both chambers on its way to passage.

N.Y. MTA Chairman Suggests Capital Plan Resolution

In a letter to New York State budget director Mary Beth Labate and New York City First Deputy Mayor Anthony Shorris, MTA Chairman Prendergast recommended combining savings from alternative project delivery methods such as design-build and public-private partnerships, existing MTA resources and increased contributions from the city and state.

Presidio Parkway Opens in San Francisco
The Presidio Parkway is important in California because it is the only project delivered under the state’s revived public-private partnership (P3) law, which in 2009 authorized Caltrans and regional transportation agencies to enter into an unlimited number of P3 projects without certain restrictions that previous laws had imposed.

Fort Benning Project Delivery Team Shines with Delivery of Groundbreaking Hospital
Fort Benning's newly unveiled Martin Army Community Hospital brims with exceptionalism, earning the hospital’s area team the U.S. Army Corps of Engineers’ 2015 Project Delivery Team of the Year for Excellence Award. The design-build delivery method enabled design and construction activities to adjust according to emerging industry advances. The construction contractor, Turner Construction, and its design team were able to tap into the latest innovations in the healthcare industry. Therefore, the team did not remain beholden to outdated building and equipment designs expectant with traditional design-bid-build delivery methods, said Fort Benning’s Area Engineer Alan Bugg.

Flatiron to Design and Build $204 Million Interchange in Manitoba
Flatiron, one of the largest infrastructure contractors in North America, has secured a contract to design and build a new CA$203.9 million interchange at Provincial Trunk Highway 59 and PTH 101 in Winnipeg, Manitoba. Flatiron brings experience building major infrastructure across Canada and the U.S. to this job, which is the company’s first in Manitoba.

Gruen Associates Clad LAX Utility Plant in Flowing Steel

Despite various hurdles, the design-build team (which included Clark/McCarthy, A Joint Venture as general contractors, Arup as A/E design lead, and Gruen Associates as architect) succeeded in delivering the new CUP in time to support LAX’s newest terminal. Its curved stainless steel and glass facade captures the airport‘s spirit of mobility, and helps restore a sense of cohesion to an otherwise fragmented built landscape.

Call for Student Competition Teams
DBIA is currently seeking student teams to participate in the fourth annual National Design-Build Student Competition. The competition closely follows how real-life design-build projects are procured — it's a two-step competition, with teams responding to RFQs, short-listed finalists responding to RFPs, and a final in-person presentation at the 2015 Design-Build Conference & Expo in Denver. The Student Competition eligibility requires that teams include students who are enrolled in a college-level construction, design, or development curriculum. Four of the team members must be undergraduate students, with the option of one team member being a graduate student. The deadline to register is September 1, 2015.
