U.S. Transportation Secretary Anthony Foxx has announced $333.9 million in emergency funds from the Federal Highway Administration (FHWA) to help 21 states make repairs to roads and bridges damaged by storms, floods and other unexpected events.

DOT Chief Wants "Noisier" Calls for Funding
Transportation Secretary Anthony Foxx wants voters clamoring for lawmakers to approve a larger transportation funding bill than the $10.9 billion stopgap they passed last week. Before their August recess began, lawmakers went down to the wire ahead of a potential Highway Trust Fund bankruptcy before they approved a temporary patch to extend funding until May.
Feds Call Off Highway Funding Cuts
The federal government is calling off plans to cut payments to states and communities for construction projects in the wake of a transportation funding patch passed by Congress last week. The Department of Transportation previously said it would have to begin reducing the frequency of payments from its Highway Trust Fund if Congress had not acted to prevent a bankruptcy.
Controversial Individual Surety Files for Bankruptcy Protection
Edmund C. Scarborough, who owned the biggest and most public individual surety business in the U.S., once claimed that his guarantees were backed by solid assets comprised of valuable coal waste. In federal bankruptcy court in Tampa July 17, Scarborough and his wife, Yvonne, filed for protection from their creditors, listing assets of $4.5 million and liabilities of $16.2 million.
$4.2 Billion Extra, So Now What?
New York state is getting a $4.2 billion windfall this year, and Gov. Andrew Cuomo has a few ideas for putting it to use.
The state Budget Division's first quarterly update to the 2014-15 spending plan cites the funding of "one-time capital expenses," a phrase that for many observers called to mind the $3.9 billion Tappan Zee Bridge replacement project. The report also identified augmenting reserve funds and debt reduction as other favored uses for the newfound cash.

This year, 25 projects in nine categories were awarded National Awards of Merit for demonstrating advanced and innovative design-build project delivery, in addition to achieving budget and schedule goals and exceeding owner expectations.
Senate Sends Highway Bill to Obama
After the House rejected Senate changes, senators held their noses and voted 81-13 for a $10.9 billion bill to fund highway projects through May 2015. Earlier in the week, the Senate voted to amend the House-passed Highway Trust Fund bill, changing the length of the extension to December to pressure lawmakers to come up with a long-term solution after the midterm elections.
More Details Emerge on U.S. 29 Construction Plans in Virginia
The leader of a stakeholder panel that is overseeing more than $200 million worth of construction projects in the U.S. 29 corridor said that he is listening to its members, despite complaints to the contrary shared with the Virginia Secretary of Transportation.
Barstow, California Council OKs Contract for Groundwater Project
A design-build contract with Kana Engineering Group for a Soapmine Road groundwater remediation project was approved 5-0 by the City Council recently. According to the staff report, the overall contract has been structured to require the contractor to proceed through a series of steps in determining overall project costs. The contract requires Kana, within 30 days of execution of the agreement, to submit to the city for consideration a project cost baseline for design and construction of the overall initiative.
Incredible Floating Machines: Concrete Technology Deployed at Tappan Zee Work Site

The first of two mobile, river-based floating concrete batch plants arrived at the New TZ Bridge project site last month for the new bridge's in-river work, and is now in operation by Tappan Zee Constructors, LLC. It can cast about 125 cubic yards of concrete per hour; a second such plant will be added later. The first pour was at bridge pier 39 for a temporary working surface within its cofferdam.

The design-build project will provide upgrades and enhancements to the student housing, which was originally built in 1968. The 141,000 square feet facility features three separate housing towers with five, seven, and eight stories, and a common first floor.
