MAP-21 expanded the TIFIA program's lending capacity. Under MAP-21, Congress authorized $1.75 billion in budget authority for the TIFIA program ($750 million in FY13 and $1 billion in FY14). Since we estimate that each dollar of budget authority can leverage approximately $10 in lending capacity, we expect that the Department will be able to offer an estimated $17 billion in TIFIA credit assistance based on the MAP-21 authorized funding level. More

New York Gov. Andrew Cuomo's plan to have private companies design and build a new Tappan Zee Bridge across the Hudson River can serve as a cost-saving model, said Alex Marshall of the Regional Plan Association. Last year, Cuomo pushed through the legislature a bill that allows the state to put private companies in charge of the entire building process on infrastructure projects. Previously, New York did the design and private companies handled construction. Cuomo is applying the so-called design-build format, which he considers more efficient, to the $5.2 billion Tappan Zee project. More

Corps of Engineers awards $630 million contract for permanent pump stations on outfall canals

The Army Corps of Engineers has awarded a $629.5 million contract to design and build permanent closures and pump stations at the end of the 17th Street, Orleans Avenue and London Avenue drainage canals in New Orleans. The winning bidder, PCCP Constructors joint venture, was one of two companies bidding on the project who successfully appealed a 2011 corps decision to award a $675 million contract to CBY Design Builders. More

ICA Fluor part of joint venture to design and build new petrochemical complex in Mexico

Fluor Corporation announced recently that ICA Fluor, the industrial engineering partnership of Fluor and Empresas ICA, is part of the joint venture that was awarded a multi-billion dollar engineering, procurement and construction contract by Braskem Idesa. The joint venture company, which includes Odebrecht, Technip and ICA Fluor, will design and build the new Etileno XXI petrochemical complex in the Mexican state of Veracruz. Fluor will book approximately $275 million into backlog in the fourth quarter of 2012. More
