Imagine a chunk of land the size of New Jersey being converted from wildlife habitat to croplands or put to other uses and you'll have a rough idea of what's happening now to the Conservation Reserve Program. As mandated by the Food, Conservation and Energy Act of 2008, also known as the Farm Bill, the land cap on CRP was reduced from more than 39 million acres to 32 million. The Farm Services Agency, which administers the program through the U.S. Department of Agriculture, reported about 35 million acres enrolled as of September 2008. At 22,000 square miles, it’s larger than Wales or Maryland, and four times the size of Serengeti National Park. It was a well worker at a pipe yard on the property, insisting that he'd seen a bear. The June 23 sighting escalated swiftly into a bear hunt that ended with the crack of a rifle, a felled beast and a criminal charge against Hernandez, who decapitated the state-protected creature with a hacksaw and ferried home its head and paws. The black bear that wandered onto the Central Texas cattle ranch that day is the first ever confirmed in that part of the state, according to Capt. "But if they text someone and say, 'Hey, I missed what looked like a big-bodied deer and it's walking your direction,' now they're breaking the rules. They can do anything but help with the hunt."
