    White House plan calls for even greater greenhouse gas reductions

    The most forceful action on climate change in U.S. history was set to be unveiled by the Obama administration when it releases the final version of a rule that would slash heat-trapping emissions from power plants — a regulation made even stricter since it was proposed last year. The Environmental Protection Agency’s Clean Power Plan uses state-by-state targets to cut emissions 32 percent by 2030 from levels recorded in 2005 — up from 30 percent in the draft version of the rule.

    With new carbon regulations on the horizon, everyone's talking energy policy

    The Southeastern U.S., including South Carolina, will suffer not just environmentally but economically if climate change goes unchecked, according to a report released recently by the nonpartisan Risky Business Project. On the other hand, an Obama administration plan to slash carbon emissions could devastate the manufacturing and energy sectors, according to former Pennsylvania Sen. Rick Santorum, a Republican presidential candidate who visited Columbia.

    FERC suggests how pipelines can be good neighbors

    The Federal Energy Regulatory Commission is hoping to ease opposition to the construction and expansion of natural gas infrastructure with a new guide that tells developers the best ways to interact with the public. FERC in a 32-page manual released recently suggested best practices for how the gas industry can structure outreach programs to federal and state agency officials, along with the local officials and community leaders that can hold sway over a project's progress.

    Experts predict more oil industry layoffs ahead

    More layoffs in the petrochemical industry were announced recently, and analysts expect the trend to continue as oil prices lag, supplies remain heavy and the industry refines its operations for a more cost-effective future. Chevron is the latest to announce Houston-area layoffs with 950 jobs, or approximately 12 percent of its current Houston workforce. Baker Hughes and Halliburton have cut 13,000 and 14,000 jobs company-wide, respectively. Both companies say they are responding to the current economic environment and that the layoffs are not connected to their pending merger.

    EBA Energizer — Fundamental Insights on FPA Section 205/206 Filings

    The Electricity Regulation Committee of the Energy Bar Association presents this one-hour luncheon focusing on the basics of developing and administering filings under Sections 205 and 206 of the Federal Power Act. Panelists will discuss the roles of law practitioners in developing and administering filings, as well as the responsibilities of other parties, including FERC-jurisdictional entities, market operators’ filings on behalf of inventors and complainants. Attendees will leave this informative session with a better understanding of burden of proof, components of a cost-of-service study and other essential pieces of evidence, motions practice, FERC hearing and settlement process, as well as a number of practical considerations and tips.

    CFEBA Awarded Program of the Year by American Bar Association

    The American Bar Association has announced that the Charitable Foundation of the Energy Bar Association, has been named the 2015 State or Local Bar Environment, Energy and Resources Program of the Year. The CFEBA was nominated for its 2014 Light up the Night fundraiser, which raised $10,000 to benefit WeCareSolar, a charity that provides solar equipment used to be used in medical procedures at maternity clinics in developing area of Africa and Asia.
