EPA readies major ozone rule change
    The Hill
The Obama administration is preparing to unveil an air pollution rule shortly after the midterm elections that could be among the most costly and controversial in history. The Environmental Protection Agency is seeking approval from the White House for a proposal to update the nation’s outdated ozone standards. The agency punted on the air pollution rules three years ago and missed another deadline last year.

Amid PV boom, solar thermal systems often overlooked
    Midwest Energy News
While soaring propane prices last winter helped build interest in solar thermal systems, results from a Minnesota rebate program show the market is still lukewarm. The state’s Department of Commerce has enough rebate money left over to fund dozens more solar hot water or solar thermal projects through its Made in Minnesota program. Meanwhile, a much larger pool of money for PV has been exhausted.

Texas natural gas export project gets favorable environmental review
    The Hill
The staff of the Federal Energy Regulatory Commission gave a favorable environmental review Oct. 8 to a proposed liquefied natural gas export terminal in Texas. FERC staff concluded that the project, developed by Cheniere Energy Inc., would result in some environmental impacts, mostly in the short term. But the agency recommended a set of mitigation measures that "would ensure that impacts in the project area would be avoided or minimized and would not be significant," it said in its report.

Argentine Senate OKs energy bill aimed at luring shale investors
    Reuters
Argentina's Senate early Oct. 9 approved a bill aimed at increasing incentives to lure the foreign investors needed to develop its vast shale reserves and erase the country's costly energy deficit. The cash-strapped South American country, which defaulted on its debt in July and cannot tap global credit markets, needs investment of as much as $200 billion over the coming 10 years to exploit its vast Vaca Muerta oil and gas formation in Patagonia.
